About 7.7% (one in 13) of all registered learners have completed national qualifications.

6.7% of Māori learners and 6.4% of Pacific Islands learners have completed national qualifications.

The general term "learners" is used to encompass the wide range of people who are involved in Framework assessment: students in schools, polytechnics, private training establishments and other tertiary providers, people in work being assessed on the job, apprentices and trainees, and people who are assessed without being involved in training or education programmes. Figures are quoted to 31 July 2000.
