Application for approval to develop a qualification

Applications must be made on the NZQA template: Application for Approval to Develop a Qualification at Levels 1-6 (NZQF1) (DOC, 73KB). Submit the completed template, along with associated documents, via the TEO application web page (see below) on the NZQA secure site.

Applicants must be a legal entity and recognised by NZQA as a qualification developer. Those organisations automatically recognised by NZQA include: industry training organisations, institutes of technology and polytechnics, private training establishments, wananga, government training enterprises, universities and current course owners.

Any organisation may apply for recognition as a qualification developer. Recognition allows organisations to develop and submit qualifications for approval. It does not confer the right to submit programmes for approval or to seek accreditation to deliver programmes.

NZQA will assign recognised qualification developers a Ministry of Education (MoE)  number. You can use this number to complete a Request for User Setup and Access (PDF, 53KB) form to send to MoE which will then assign you a log-in.

To use TEO applications:

  1. Log in using the log-in supplied by MoE.
  2. Choose "TEO Applications".
  3. Create an application.
  4. Select "other". This takes you to an application overview.
  5. Click on contact details.
  6. The contact details page will be pre-populated with your organisation’s contact details. You should make any changes necessary to ensure the details are appropriate for the qualification.
  7. The Application/request details page requires you to record the code PREDEV followed by the name of the qualification in the "Name" field, then the Strategic Purpose Statement in the "Detailed Description" field. Note: if the qualification name is too long for the [Name] field, record a shortened version there and the full version in the detailed description field.
  8. On the Supporting documents page, attach the completed application form, as a Word document, along with the following mandatory documents in PDF format:
    a) A report confirming the need for the qualification
    b) Completed and signed attestations from key stakeholders using the form Involvement in Pre-Development Stage Stakeholder Attestation (NZQF2) (DOC, 51KB).

  9. Submit.

NZQA will acknowledge receipt of the application via email and provide updates of progress in the assessment of the application.
