Review of the New Zealand Qualifications Framework (NZQF)

NZQA is reviewing the New Zealand Qualifications Framework (NZQF) to ensure it remains fit for purpose, flexible and adaptive to the future needs of learners, employers, communities and iwi.

Classifying qualifications by level and type, the NZQF is the backbone of New Zealand’s qualification system and is underpinned by robust quality assurance processes, ensuring confidence in New Zealand’s qualifications system. It also creates a referencing point for people with domestic and international qualifications - supporting a mobile workforce.

What we are consulting on

The four main proposals are:

  • Inclusion of a wider range of education products on the NZQF
  • Explicitly embedding transferable competencies into the NZQF
  • Address technical issues in the NZQF
  • Make the NZQF easier to use and more relevant to all New Zealanders.

The NZQF review so far

In 2017 NZQA established an Advisory Group to support the NZQF review. The Advisory Group has discussed the proposals in this document and provided advice.

NZQA also gathered stakeholder views on the NZQF through six targeted focus groups in February 2018. The focus groups were with groups of employers, Māori, Pasifika, professional and regulatory bodies, qualification developers and learners.

The views and comments of these groups have helped shape the proposals in the consultation document.

Consultation is from 24 October to 14 December.

NZQA will communicate the results of consultation in early 2019.
