Biennial Review of the New Zealand Scholarship Subject List

Every two years NZQA consults with the education sector and other interested groups about the subjects assessed in Scholarship to ensure that the list is relevant and meets the sector’s expectation. NZQA has completed the consultation and review, and by end September 2018, notified all those who expressed an interest during the consultation.

Outcomes of the Biennial Consultation on the New Zealand Scholarship Subject List

NZQA received a total of 210 submissions, of which 100 requested that Latin be maintained on the list and 88 requested that Sculpture be maintained on the list. Twenty-two submissions supported the proposal of adding Religious Studies to the list.  There were six suggestions to add three other subjects (Social Studies, Health, and Digital Technologies) to the list. Some submissions commented on more than one subject.

Feedback received was considered and each subject raised by the review was assessed against the criteria for a subject to be included on the New Zealand Scholarship Subject List:

Considered for inclusion were:

  • Religious Studies, which meets the list criteria and will be included in the Scholarship List from 2020.
  • Social Studies and Digital Technologies, which do not have sufficient support to meet the list criteria and will not be included on the list at this stage. Digital Technologies is offered through the Technology performance standard.
  • Health, which currently does not have sufficient support to be included on the list as a separate subject. NZQA will continue to monitor the Scholarship performance of candidates entered in both Health and Physical Education at Level 3. Health is offered through the Health and Physical Education performance standard.

Considered for exclusion were:

  • Latin and Sculpture, which will remain on the list for 2019 and 2020.

− NZQA has concerns about the sustainability of maintaining a robust assessment due to small numbers of people available for a marking panel, particularly for Latin.

− Latin and Sculpture will be reassessed in the next biennial review in 2020 (for subjects on the list in 2021).

 These outcomes have been endorsed by the Technical Overview Group Assessment (TOGA) and the NZQA Board.

Based on strong feedback from the sector and other interest groups in 2016, NZQA would like to know whether Religious Studies should be considered for inclusion in Scholarship from 2019.

Subjects identified for consideration for exclusion from the Scholarship Subject List

Due to declining student numbers in Latin and Sculpture in recent years (23 and 27 in 2017 respectively), NZQA is concerned about the ongoing feasibility of maintaining these as Scholarship subjects. NZQA would like to know whether these subjects still meet the criteria for inclusion or if they should be considered for exclusion from Scholarship from 2019.

Actions sought

Please consider:

  • the current Scholarship Subject List and the proposed subject list, named Appendix D in the feedback document (DOCX, 79KB); and
  • the criteria for a subject to be included into the New Zealand Scholarship Subject List, named Appendix C in the feedback document (DOCX, 79KB); and
  • the suggested inclusion (Religious Studies) and exclusion (Latin, Sculpture); and
  • other senior secondary school subjects you believe meet the criteria and would like considered for inclusion, or no longer meet the criteria and would like considered for exclusion.
