A new enrolment-based measure of NCEA attainment

NZQA and the Ministry of Education are changing the way NCEA and University Entrance attainment is measured when statistics are reported.

The New Zealand Qualifications Authority advised in April there would be changes to the measure of attainment, and this month will begin consultation with schools on how the changes will be applied to school-level reporting.

Deputy Chief Executive Kristine Kilkelly said this is a more precise measure of NCEA attainment that counts all students on school rolls across the whole year.

“For the first time we are able to include all students, including those who change schools or leave school.  We also have the ability to separate domestic and international students.”

“We now have significantly better information systems in place that give us more precise data.”

“There are some changes in NCEA and UE attainment rates nationally, and most schools will see some changes as result of the new enrolment measure.  But the overall amount of improvement in attainment over recent years is similar and continues to be positive.  This is evident in the statistics that NZQA is providing showing attainment rates over the last ten years with the new measure applied.

The new enrolment measure provides a good picture of attainment.  For this reason, NZQA’s participation-based measure of achievement will not be used from January 2019 onwards.  We are moving to a single measure to ensure that there is clarity and to avoid confusion between different measures.

NZQA is consulting with schools in June and July on the way attainment is reported at a school level and will report back in September.  The new measure will be in use from January 2019.  To ensure that trend information is available, NZQA will publish data from the last ten years using the new measure.
