Guidance for providers about enrolling students transitioning from KITE

26 Aug 2019

This information has been prepared for tertiary education organisations who are considering offering a place to students from Kiwi Institute of Training and Education (KITE) who were enrolled on the following programmes:

  • New Zealand Diploma in Business (Level 5 and 6)
  • New Zealand Diploma in Healthcare Management (Level 7)
  • Diploma in Business (Level 7)

Cancellation of registration

KITE has asked the New Zealand Qualifications Authority (NZQA) to cancel its registration as a private training establishment (PTE). KITE has been put into liquidation.

Students who were enrolled at KITE can no longer continue their studies with KITE.

Any provider considering offering a place to a student transitioning from KITE should ensure (as always) that they support the student to make well-informed enrolment decisions that are appropriate for the student’s expectations, English language proficiency, and academic capability.

Any provider offering a place to a student transitioning from KITE must take care to obtain valid and robust evidence that the student has the necessary English proficiency for the programme they are seeking to enrol in.

Students’ achievement at KITE

Due to concerns about KITE’s assessment practices in the level 5, 6 and 7 Business Diplomas, conditions have been in place since October 2018 for the level 5 and 6 Business Diplomas and since July 2019 for the level 7 Business Diploma. The conditions required KITE to have student results verified by an external moderation partner prior to being released to students.

Assuming that a thorough pre-enrolment process has been carried out, there is nothing to prevent a provider from agreeing to conduct a Recognition of Prior Learning (RPL) assessment to determine whether a student has valid and authentic evidence of meeting particular learning outcomes.

Providers must ensure that any such RPL assessment is robust and well documented, and be prepared to provide evidence of this to NZQA on request.

Alternatively, providers may determine that it is more appropriate to enrol students at the beginning of a programme.

Fee considerations

Students needing to continue their study with other providers will be receiving a full refund of fees paid to KITE. There may be a short delay before the refunds are available to students. All usual legislative requirements apply to providers offering a place to KITE students.

Visa considerations

Immigration New Zealand (INZ) is aware of the circumstances and providers can direct any enquiries about visas to INZ.
