NZQA Rule changes announced

The New Zealand Qualifications Authority (NZQA) consulted the non-university tertiary education sector on proposed changes to NZQA Rules from 19 April to 31 May 2017.

As a result of this consultation, the following NZQA Rules have been amended:

  • Quality Assurance (including External Evaluation and Review (EER)) Rules 2016
  • NZQF Qualification Listing and Operational Rules 2016
  • NZQF Programme Approval and Accreditation Rules 2013, including Rule 18
  • Private Training Establishment Registration Rules 2013
  • Training Scheme Rules 2012
  • NZQF Industry Training Programme Approval Rules 2012
  • Consent to Assess against Standards on the Directory of Assessment Standards Rules 2011
  • Directory of Assessment Standards Listing and Operational Rules 2011
  • Student Fee Protection Rules 2013

A summary of the substantive changes to the NZQA Rules can be found here (PDF, 28KB). These Rule changes will come into effect on 18 August 2017.

Deputy Chief Executive Quality Assurance, Dr Grant Klinkum says ‘it is pleasing to see the engagement from the sector, we appreciate the feedback we receive to ensure the NZQA Rules are clear, reflect operational changes, and enable NZQA to effectively perform its quality assurance functions.

‘The most significant change is to further strengthen Rule 18, English language entry criteria for international students. Ensuring that international students have the appropriate English language proficiency for the level of study they are enrolling in is vital for their academic success and positive learning experience in New Zealand’.

Other changes include the ability for NZQA to change the scope of an EER before, during or after an EER visit, if necessary, where concerns are identified in an area not part of the original scope. Te Hono o Te Kahurangi quality assurance will also be further embedded into standard quality assurance processes, following its introduction into NZQA Rules in 2016.

Some of the submissions received by NZQA made suggestions for further Rules changes. NZQA will consider these suggestions for inclusion in next year’s review of the Rules.

We encourage education organisations to review their policies against the new Rules that are relevant to them, to ensure compliance for when they come into effect.
