Targeted Evaluation for Subsidiaries of NZIST

Institutes of Technology and Polytechnics (ITPs) became subsidiaries of the New Zealand Institute of Skills and Technology (NZIST) on 1 April 2020, as part of the Reform of Vocational Education (RoVE).

The New Zealand Qualifications Authority (NZQA) has been working with the NZIST Establishment Board since late 2019 on an appropriate approach to conducting external quality assurance for the subsidiaries during the period through to 2022, when it is expected they will be consolidated into NZIST.

The transitional nature of the subsidiaries and the significant structural changes within the organisations in the lead up to 2022, mean that External Evaluation and Review (EER) would be of limited value to both the subsidiaries and stakeholders given its retrospective nature.

NZQA will instead carry out targeted evaluation of those subsidiaries whose EERs were originally due during the transition period. This evaluation will take a thematic approach, focusing on important areas of educational performance that would be both developmental in nature for the subsidiary and would also enable NZIST to benchmark some areas of current performance which will be important in its new operating environment.

The targeted evaluation will involve the subsidiary’s self-assessment against an agreed scope, followed by NZQA’s review and validation of the available evidence. The scope of the review, methodology and schedule will be determined in consultation with the subsidiary and the NZIST Establishment Board.

The limited scope of the targeted evaluation means that it will not result in organisational statements of confidence and therefore, no EER category status will be assigned.

NZQA will publish the targeted evaluation reports on its website.

Any NZIST subsidiary that currently has an EER Category 3 will, however, undergo a full EER to provide necessary quality assurance information to both NZQA and NZIST.
