Reconsideration fee waived for students who meet income limit criteria
NZQA will waive the fee for students meeting income criteria who wish to apply for a reconsideration of an NCEA or Scholarship result.
A reconsideration involves reassessing all answers in the answer booklet using the original assessment schedule, in other words, re-marking it. It also involves checking mechanical processes, like transferring grades. A fee of $20.40 per standard or $30.70 per New Zealand Scholarship subject usually applies to cover the cost of this work. This is refunded if the grade improves.
There is no cost for any student for a review of an answer booklet. In a review, all sections of a booklet or portfolio are checked to make sure they have been marked and results correctly recorded and transferred. It does not involve re-marking.
Who will be eligible?
The fee will be waived for students:
- whose parent or guardian (or a person with relevant care responsibilities) is receiving a Work and Income or Study Link benefit; or
- where the joint family income would entitle the family to receive a community services card (as set annually by the Ministry of Social Development).
These are the same entitlement criteria as used previously for financial assistance for NCEA fees.

How will students apply?
Students apply for a reconsideration through their NZQA Learner Login. They will be directed to the fee waiver application form. Their parent or guardian will need to supply a benefit number or attest that they meet the income criteria. These details will need to be included on the form.

What will schools need to do?
Schools are not required to administrate the waiver process but may want to use their own communication channels to let students and their families know about the change. Students may seek the school’s advice about how to apply in February after their papers are returned.
