Online consent to assess application

This user guide is intended to support online users during the application process for consent to assess against standards.

About the application

There are six sections in the application form. You must complete each section before progressing to the next. Each section must be fully completed before submitting the application to NZQA for assessment

  • Section 1: Contact details
  • Section 2: Domain, subfield, and field consents
  • Section 3: Unit standard consents
  • Section 4: Supporting documents
  • Section 5: Comments

At any time, you can delete the application or return to TEO applications. If you return to TEO applications, any sections you have completed will not be lost. You can resume filling out the application at a later stage.

The application process

When you submit this application, you will receive an auto generated email quoting an NZQA reference number. If you need to email or speak to a member of staff, please use this reference number.

You will be notified when your application has passed through pre-assessment. Pre-assessment determines if an application has sufficient information to be processed further. If an application has insufficient or substandard documentation it will be returned. Providers are able to redevelop their applications and reapply. We attempt to complete pre-assessment and respond within five working days.

After pre-assessment, your application is allocated to an advisor in the Service Delivery team who may contact you to discuss your application further.

You will be invoiced for work on your application at NZQA’s current hourly rate.

Before you get started

Before you begin this application, check you have:

  • Identified the scope of the application; and
  • A letter of support from the Standard Setting Body (SSB) if required.

Click the Return to TEO applications link to leave the application and return your TEO applications summary page. Any sections you may have completed will be saved and you can resume filling out the application later.

Complete all fields marked with an asterisk (*), as these fields are mandatory.

Filling out the form

Section 1:

Contact details

Enter the name of the key contact person for this application.

If NZQA requires more information, this is the person they will contact. An email address is required because auto-generated communications will be sent there.

Section 2:

Domain, subfield and field consents

The classification system for the Directory of Assessment Standards (DAS) comprises three tiers: fields, subfields, and domains.

Unit standards are registered within a domain, which is in turn registered in a subfield. These classifications are shown on the unit standard.

Providers seeking consent to assess for an entire field, subfield, or domain must provide a valid rationale to support the request for the broad consent to assess, and provide rigorous documentation in support of the application.

Unit standard consents

Add any individual unit standards that you are seeking consent to assess against here.

Section 4:

Supporting documents

You must add documents that support the application here. This includes a letter of support from the SSB (if required – please refer to the relevant CMR (AMAP)), and any documentation that indicates how your organisation will meet the requirements of the CMR (AMAP).

Please note the letter of support from the SSB might be in support of progressing the application rather than an endorsement of the extended granting of consent to assess.

In such cases, further engagement with the SSB, the provider, and NZQA will be required. If the consent to assess application spans more than one CMR (AMAP) (e.g. standards from different domains), support from each SSB is required.

Please add any additional comments here. It is useful to provide a brief background about the application to provide context for the evaluator.

Submitting your application

You are now ready to submit your application. Before you do, check:

- Supporting documents are attached; and

- The scope you have applied for is correct.

When you click Submit Application, your application will appear in the TEO applications table. You can View your completed application, or Withdraw your completed application until such time that an outcome has been reached.

When you submit this application, you will receive an auto generated email quoting an NZQA reference number. Use this number in future, if you need to email or speak to a member of staff.
