The NZ Equine Industry Training Organisation has completed the review of the qualifications listed above that were registered in August 1999.
New qualification
National Certificate in Equine (Basic Farriery) (Level 3) [Ref: 1091]

As the industry had recently completed the equine unit standard review, it was deemed necessary to review the equine qualifications that were approaching the end of their registration period.
Industry and provider stakeholders were invited to contribute to the review. However, providers generally had no major concerns with the set of qualifications available.
Feedback from industry was that the overall qualification structure was meeting their needs. However, there were four major changes resulting from the review.
1 The development of strands in the Stable Practice qualification
2 The development of a new qualification in Basic Farriery
3 The development of an elective in the Grade 1 Coaching qualification allowing for specialisation in either showjumping or dressage
4 The substitution of some unit standards within the Race Course Maintenance qualification to more appropriately reflect the profile required of the role-holder.
Main changes resulting from the review
In reviewing the Stable Practice qualification the industry identified distinct differences in skills relating to ground staff employed in the industry as grooms. It was decided, therefore, to follow the same pattern as the National Certificate in Equine (Level 4) with strands in Breeding, Harness Racing, Sporthorse, and Thoroughbred Racing [Ref: 0216] by offering strands. The strands will make it easier for providers to deliver course or programmes to a target group.
When industry considered the current skill requirements for farriery, and advances in technology, it was decided to develop a level 3 qualification in Basic Farriery to enable farriers to prepare the feet and shoe the horse without the requirement for using a forge.
During the review process the sporthorse sector identified the need to offer more flexibility and scope to the Grade 1 Coaching qualification, by introducing an elective to cater for the needs of coaches who at this level may choose to specialise in either dressage or jumping disciplines.
The National Certificate in Equine (Race Course Maintenance) has been altered to include unit standards which more appropriately match the profile of knowledge and skills required of a person working in this role. In addition the title of this qualification has been changed to 'Racecourse' to match the Racecourse Manager Guild.

· Unit standard 6401 was added to qualification.
· Total credits increased from 88 to 93.
· The level was added to title of the qualification.

· Total credits increased from 106 to 135.
· The level was added to title of the qualification.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

· Levels and credits of all reviewed unit standards were updated.
· Unit standards 6591, 6400, and 6402 were added to the compulsory section.
· Unit standard 6634 was replaced by 15623.
· An elective section was added and includes unit standards 6593 and 6594 from the compulsory section along with unit standards 6621 and 6592.
· Total credits increased from 118 to 137.
· The level was added to the qualification title.
This qualification contains a standard that replaces a standard in earlier versions. For the purposes of this qualification people who have gained credit for the replaced standard are exempt from the requirement to gain credit for the replacement standard.

· Expired unit standard 23 was replaced by unit standard 1153.
· Unit standard 5 was replaced by unit standards 19043 and 19044.
· Unit standard 51 was replaced by unit standard 14.
· Unit standards 1636, 1650,1662, 34, 1151, 1171, 5063 and 5907 were removed from qualification.
· Unit standards 1158, 1162, 1157, 1159, 1161, 6401, and 6580 were added to qualification.
· Total credits increased from 105 to 119.
· The title was changed from Race Course to Racecourse and level of qualification added.

Changes to structure and content
· Titles, levels, and credits of all reviewed unit standards were updated.
· Strands were introduced representing the sectors of Harness Racing, Sporthorse, Thoroughbred Racing, and Track Riding.
· Unit standard 1655 was replaced by 19949 in compulsory section.
· Unit standard 1654 was replaced by 6580 in compulsory section.
· Unit standards 16, 11, and 561 were deleted from compulsory section and replaced by unit standards 19461, 19460, and 19459 respectively.
· Elective 1 was renamed Core Elective
Minimum credits required in core elective increased from 13 to 14.
· Elective 2 removed
Unit standards 6611, 6612, and 6617 were moved to compulsory section.
Unit standard 1618 was moved to Sporthorse and Thoroughbred Racing strands.
Unit standards 1633 and 6620 were removed from qualification.
· Unit standard 1626 was moved from compulsory section to Sporthorse strand, and alternative unit standard 19445 was added to the Harness Racing, Thoroughbred Racing, and Track Rider strands.
· Unit standard 1662 was moved from compulsory section to Sporthorse, Thoroughbred Racing and Track Rider strands, and alternative unit standard 1598 was added to the Harness Racing strand.
· Unit standard 1628 was replaced by unit standard 20523 and moved from compulsory section to Harness Racing, Thoroughbred Racing, and Track Rider strands.
· Unit standard 1632 was moved from compulsory section into Thoroughbred Racing and Track Rider strands, and alternative unit standard 1602 was added to the Harness Racing strand.
· Unit standard 14590 was added to Sporthorse and Thoroughbred Racing strands.
· Unit standards 1596 and 1600 were added to Harness Racing strand.
· Unit standards 1623 and 6623 were added to Sporthorse strand.
· Unit standards 1619 and 1629 were added to Track Riding strand.
· Total credits were increased from 112 to 110-120.
· The qualification title was changed to include strands and level.

· Unit standard 20442 was added to the compulsory section.
· The compulsory section credits were increased from 80 to 105.
· The credits required in the elective section decreased from 40 to 15.

Transition for all reviewed Equine qualifications
All existing candidates may complete the version of qualification on which they are enrolled or transfer their existing achievements to the latest version. It is anticipated that no existing candidates are disadvantaged by these transition arrangements. However, candidates may appeal in the first instance to NZ Equine Industry Training Organisation, which will consider any appeal on a case by case basis.
The previous versions of the qualifications will cease to be offered from December 2004. The last date for awarding the replaced versions will be December 2008. Programmes leading to the award of new version will be available for implementation following registration.
