Summary of review and consultation process
During the 2003 review of the National Certificate in Stevedoring and Ports Industry with strands in Cargo Management, Cargo Operations, and Cargo Handling [Ref: 0519] (which was replaced by two new qualifications), industry representatives advised that unit standard 11510 was no longer required and it was recommended to designate this standard expiring. It was also noted that the National Certificate in Stevedoring and Ports Industry (Log Handling and Ship Loading) [Ref: 0934], which includes unit standard 11510, would be being revised by the NZRT&L ITO.
However, as the revision of the National Certificate in Stevedoring and Ports Industry (Log Handling and Ship Loading) [Ref: 0934] was undertaken, it was found that unit standard 11510 is still relevant and appropriate to the log handling sector. Unit standard 11510, with its specific wharf-side application, complements Unit 497, Protect heath and safety in the workplace, which focuses on statutory requirements of the Health and Safety in Employment Act 1992 and generic safety hazards. Therefore, it has been decided to reinstate reviewed unit standard 11510 on the NQF.
Main changes resulting from the review
· Definitions amended to make them consistent in style and terminology with recently registered NZRT&L ITO unit standards.
· Legislative requirements have been updated (in consultation with the Maritime Safety Authority) to incorporate recent changes.
· Some rewording of performance criteria to simplify and clarify requirements.
Impact on Accreditation and Moderation Action Plan (AMAP)
AMAP 0145 has been updated to reflect the reinstatement of unit standard 15110.
