Review of Tourism qualification
National Diploma in Tourism (Level 5) [Ref: 0473]
The Aviation, Tourism and Travel Training Organisationhas completed the review of the qualification listed above that was registered in May 1998.

An expert panel comprising representation from training providers, the Tourism Industry Association of New Zealand, Māori Tourism training providers and several major tourism organisations was formed to review the qualification during 2003.
Feedback from training providers had indicated that it was difficult to deliver in its current format, as there was little flexibility. Feedback from industry indicated that it needed to be amended to reflect current styles of tourism development and management. These difficulties had resulted in minimal uptake of the qualification since its registration in 1998. This feedback, in conjunction with input from expert panel member networks, was used to identify the changes required to develop a qualification that better meets industry needs. Feedback from industry also resulted in the addition of the word (Management), to more accurately reflect the content of the Diploma, promote uptake by learners, and give better clarity of its intent to prospective employers.

Changes to structure and content
· The entry criteria for the qualification changed to accept level 3 and/or level 4 qualifications, to reflect the increased number of tourism qualifications that have been developed and registered and that are sufficient for entry into training for this qualification since its initial registration on the National Qualifications Framework.
· Compulsory-Generic section deleted.
· Compulsory-Tourism section renamed Compulsory section; reviewed Tourism unit standards 8635, 13174, 13176, and 13177 replaced (see table below); and unit standards 13172 and 20486 added.
· Elective-Tourism section renamed Elective 1 and broadened to include any domain in the Tourism or Māori Tourism subfields.
· Elective 2 added to maintain the requirement for business and management standards (previously in Compulsory-Generic section), but also to allow flexibility so that candidates may choose standards that best fit their workplace or intended career direction.
· The compulsory requirements have decreased from 124 to 59 credits.
· The elective requirements have increased from 15 to 72 credits.
· The credit total has decreased from 139 to 131.
Transition
All new trainees will be enrolled in programmes leading to version 2 of the qualification. People currently enrolled in programmes leading to the award of version 1 may either complete that version by 31 December 2005, or transfer to version 2.
People choosing to transfer from version 1 to version 2
· Credit gained for unit standards 2934, 2935, 2952, 7447, 7450, 8496, 8498, 8503, 11633, 11634 and 11639 (previously in Compulsory-Generic section), can be used to meet the requirements of Elective 2.
· Credit gained for unit standards 13174, 13175, 13177 and 8635 can be used to provide exemptions for compulsory unit standards as specified below.
· Credit gained for Tourism unit standards at level 5 or above can be used to meet the requirements of Elective 1 and/or 2.
· Candidates must meet the additional requirements for unit standards 13172 and 20486.
Summary of Exemptions
For the purposes of this qualification people who have gained credit for the expiring unit standard will be exempt from the requirement to gain credit for the replacement unit standard.
