The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in October 2002.

Summary of review and consultation process
This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.
· Initial feedback and comments were collated from teachers/schools, moderators, the National Assessment Panels, professional development facilitators, material developers, and other stakeholders.
· This information was reviewed by a subject expert group and recommendations were made in April 2004.
· The recommendations were sent out for national consultation to subject networks, including teachers, assessors, moderators, facilitators, and advisors in May 2004.
Main changes resulting from the review
The review process has resulted in the following modifications to the achievement standards:
· All titles have been amended to include the phrase 'i te reo o tōna ao mōhio'. In keeping with this change, amendments have also been made to the outcome statements to include the new phrase. An equivalent outcome statement in English has been added for each of the standards to assist teachers and students.
· The achievement criteria of all the standards have been amended to better clarify the intent. Corresponding amendments have been made to the Kōrero Āpiti to explain any new terms.
· AS90448 2.4 Tuhituhi - this standard has been replaced by two new achievement standards. The intent of the original standard is retained in the first of the tuhituhi standards (AS90770) and remains externally assessed. The second replacement standard allows for the assessment of a student's ability to produce crafted writing in Māori, done over a period of time, which cannot be done well in an examination. This standard (AS90757) is internally assessed.
· AS90449 2.1 Whakarongo - the credit value has been decreased from 6 - 4 credits to take cognisance of the increasing use of Te Reo Māori as a medium of instruction within classroom practice beyond NCEA Level 1.
Externally assessed achievement standard 90448, which is a Category C review, expired in December 2004.

AMAP 0226 has been updated to reflect the changes made to the achievement standards.

Impact of changes on NCEA Exclusions List
The NCEA Exclusions List currently identifies achievement standard 90448 as the equivalent of unit standard 7258. Achievement standard 90448 (Tuhituhi) has been replaced by two new standards (AS90757 and AS90770) as part of this review. The replacement achievement standards are not considered to be the equivalent of 7258. As achievement standard 90448 expired in December 2004, reference to AS90448 and 7258 has been removed from the Exclusions List.
