Summary of review and consultation process
The review was carried out to update the unit standards in line with current industry practices, update legislation. The opportunity was also taken to amend the standards in accordance with current technical criteria. The unit standards had reached their anticipated expiry date.
Consultation was initially carried out through sector meetings with relevant stakeholders who were representative of the industry sectors (and domains) relating to poultry hatcheries, poultry production, and poultry management. Sector meetings were followed up by wider industry consultation by mail, email and face-to-face meetings with relevant industry stakeholders. Feedback from moderation, and training providers was also sought and taken into account.
Changes to unit standards were incorporated and confirmed by conference call with key industry representatives. Further follow up with individual industry people and training providers was carried out as required to clarify and confirm changes.
The Agriculture Industry Training Organisation is now satisfied that the views of all stakeholders were taken into consideration in the new versions of unit standards. Feedback has confirmed that demand for these unit standards and the associated qualifications are justified, as the poultry industry continues to operate in a growing market, and demand for trained employees increases.
Main changes resulting from the review
· Welfare code titles were updated, and new welfare codes were added or deleted as relevant to each unit standard.
· Legislation was updated where new legislation such as the Hazardous Substances and New Organisms Act 1996 and regulations have an impact on the unit standards.
· The definitions for 'in-house procedures' or 'hatchery procedures' were updated and simplified.
· 'In-house policy' was changed to 'in-house procedures' as procedures are acknowledged as being more relevant to people involved with work place operations.
· Titles of unit standards 8846, 8847, 8848, 8849, 8861, 8863 and 8866 were amended to reflect their outcomes.
· Unit standard 8845 was expanded to reflect the activity of rearing, and the title was changed to match the content of the unit standard.
· Credits for unit standards 8845, 8856, 8860, 8869, 8870, 8871, 8872 were amended to reflect the time taken to demonstrate competency for the unit standards.
· Unit standards 8851, 8852, and 8873 were replaced by unit standard 21186, and unit standards 8853 and 8854 were replaced by unit standard 21187 to reflect the nature of the activity which occurs in the industry.
· Unit standard 8867 was designated as expiring as it is considered a specialist activity, and is no longer carried out by people at operator level.
· Unit standard 8868 was designated as expiring as the outcomes are covered by unit standard 8869.
· Unit standard 8844 was designated as expiring as the outcomes are covered by unit standard 8845.
Unit standards categorised as category C or D expire at the end of December 2009.
