The Fire and Rescue Services Industry Training Organisation has completed the review of the qualifications listed above that were registered in October 1998 and April 1999.

Summary of review and consultation process
The above qualifications were reviewed to reflect the changes made necessary by the review of the unit standards in the Fire and Rescue Services subfield over the period 2001-2003.
Feedback received from assessors, moderators, and major stakeholders indicated that the qualifications had unnecessarily high credit levels, and that the unit standard makeup of the qualifications no longer met the requirements of training programmes being developed for today's firefighters and officers.
A series of Expert Panel meetings involving input from personnel representing the Urban Fire Fighting industry were held over the period January-July 2004 in order to ensure that current training methods and terminology would be reflected in the reviewed qualifications.
The reviewed qualifications are progressive in steps from level 2 to level 4 in their construction, whereas the previous versions carried over unit standards from the lower level to the next higher-level qualification. A new diploma qualification was also developed: National Diploma in Fire and Rescue Services (Urban Fire and Rescue Operations) (Level 5) [Ref: 1134].
NZ Fire Service (NZFS), principal users of the Urban Fire and Rescue Services qualifications, have confirmed that the reviewed qualifications will meet the training outcomes of the newly-introduced Training and Progression System, now compulsory for all NZFS paid and volunteer recruits.

· the credit total of the qualification has been reduced from 56 to 45
· expiring unit standards 3282 and 3306 have been replaced by unit standard 20393
· unit standards 3270, 3275, 3310, 6400, and 6401 have been removed from the qualification
· unit standard 4573 has been added to the qualification
· the elective credit requirement has increased from 10 to 16.
Transition
This qualification contains unit standards that replace earlier unit standards. For the purposes of this qualification, people who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.

· unit standards 497, 3271, 3272, 3278, 3283, 3285, 3310, 4647, 6402, 10612, 10614, 10616 and 14560 have been removed from the qualification
· unit standards 3312, 16943, 20394 and 20395 have been added to the qualification
· the elective section has been expanded and the credit requirement has decreased from 37 to 20.
Transition
This qualification contains unit standards that replace earlier unit standards. For the purposes of this qualification, people who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.
