The Power Crane Association Industry Training Organisation and the New Zealand Road Transport and Logistics Industry Training Organisation have completed the review of the unit standard listed above that was registered in March 2000.

 

Summary of review and consultation process

 

Following a review of Stevedoring and Ports Industry unit standards by the New Zealand Road Transport and Logistics ITO in 2002, a joint working group was set up between the Power Crane Association ITO and the NZ Road Transport and Logistics ITO to review the above unit standard.

 

Following consultation with the ports and cranes industries, the broad outline of the review was agreed between the two ITOs in January 2003.  Unit standard 3793 had received no usage and it was agreed by both ITOs and industry to be unfit for purpose.  The joint working group met between June and August 2003 and its members consulted their industry networks.

 

As a result, a new replacement unit standard, 20585, has been developed to address the skills in operating a wharf gantry crane for cargo exchange.

 

A further, unit standard 20586, was developed to cover the operation of a mobile harbour crane for cargo exchange.  This is listed at the end of this report.

 

Main changes resulting from the review

 

·        Unit standard 3793 has been deregistered and replaced by a new, level 3 unit standard.

·        The replacement unit standard 20585, and the further new unit standard 20586, have been registered in the subfield Stevedoring and Ports Industry, domain Port Machinery Operations.

 

Unit standards categorised as category C expire at the end of December 2005.

AMAPs 0025 has been updated to reflect the changes made in the review and to include the further new unit standard.

 

Impact on existing qualifications

 

Although there are no registered qualifications specifying unit standard 3793, several qualifications do have unspecified credits from either the domain or subfield. 

 

The respective standard setting bodies will need to decide whether they now wish to include the new subfield and domain.  No existing candidate has been awarded unit standard 3793 therefore it is not anticipated that there will be any transition consequences resulting from the review.
