Change of responsibility for level 1 to 4 Design and Technology unit standards, rollover unit standard 7484, and revision level 4 unit standards

Responsibility for the unit standards referred to above, which were registered between 1996 and 2002, has been transferred from the Design and Construction Consultants IndustryTraining Organisation (DCCITO) - Graphics and DesignAdvisory Group to NZQA, National Qualifications Services (NQS).  This change of responsibility does not apply to 23 unit standards in Generic Design at level 4 and above.  It does, however, apply to 10 level 4 unit standards in both the Design and Technology subfields and the moderation responsibility for these unit standards now rests with NZQA only.

 

Unit standard 7484, which was registered in 1996, should have its period of registration extended.  The reason for the rollover is to maintain the currency of the unit standard.  The review of this unit standard is planned to take place during 2007.

Rationale for the change

 

The unit standards were originally developed by NZQA, based on the existing school curriculum for Graphics and Design Technology.  In 1998 responsibility for the unit standards was passed to the DCCITO.  The subject, having the status of a Conventional School Subject (CSS), was retained within the CSS moderation system, administered by NZQA.  The reasons for the return of the unit standards to NQS, NZQA are to avoid dual moderation, and because these unit standards are CSS and developed from school curriculum documents.  NQS, as part of a prioritisation and rationalisation process conducted in October 2002, reconfirmed its standard setting role in the CSS areas on the NQF, and set its intention to resolve any anomalies that existed.

 

Outline of main changes

 

·        The CSS classification for Design - Computer Graphics, Design - Graphic Communications, Material Technology, Process Technology and Systems Technology has been increased from level 3 to 4.

·        National Qualifications Services become responsible for the unit standards, and this change is reflected in alterations in the unit standards to that effect.

·        The unit standards included in the change of responsibility were previously in AMAP 0115, which is now withdrawn.

·        All the level 4 unit standards moderation option no longer includes industry.

·        Unit standard 7484 is also being rolled over to maintain its currency.

The unit standards have been amended to show that NZQA National Qualifications Services now has responsibility and published as new versions.

 

Accreditation and Moderation Action Plan

 

The Accreditation and Moderation Action Plan (AMAP) Ref: 0115 has been withdrawn, and 0226 has been updated to show that NZQA is responsible for the systems.
