The NZ Extractive Industries Training Organisation - Gas and Petrochemical (EXITO - G&P) has completed the review of the above unit standard that was registered in January 2002.

Summary of review and consultation process

 

The past review of the petrochemical unit standards included unit standards 9573 and 9574 from within the Product Transmission and Transfer domain.  The gas sector, as primary users of these unit standards, has identified that changes to these standards made as a result of that review rendered these important standards extremely difficult for those in the gas sector to achieve.

 

Unit standards 9573 and 9574 were originally written for, and used exclusively by the gas transmission sector; however, they had been positioned in the Petrochemical Industry subfield out of historical involvement by the sector within the greater petrochemical industry.  Unit standard 9573 covers a task and a piece of equipment peculiar to the gas sector, and 9574 was titled Test natural gas using Draeger tubes in a petrochemical environment and both were written around the Gas Code of Practice 3 for Odoration of Gas.

 

During the petrochemical unit standard review 9574 was changed to Carry out gas testing using Draeger tube-type equipment in a petrochemical environment and the corresponding new assessment guide reflects the more generic and plant based use of Draeger tube testing.  These changes made this unit standard no longer suitable for use in the gas industry.  9573 was not changed significantly as a result of that review.

 

In order to provide a gas sector odour testing standard it was suggested that 9573 be reclassified to the Gas Industry subfield and become part of the Gas network operations domain.  This review of 9573 has been conducted by the gas sector to ensure it continues to accurately reflect current industry practice and intention.  Unit standard 9574 will remain within the Petrochemical Industry subfield as it reflects common practice more inline with plant based activities.

 

Stakeholders of the gas and petrochemical industry were consulted through their respective industry Sector Advisory Groups; these groups include representatives of providers and registered workplace assessors.  All stakeholders agreed that unit standard 9573 be reclassified to the Gas Industry subfield, and that unit standard 9574 remain in the Petrochemical Industry subfield.

 

Main changes resulting from the review

 

Unit standard 9573 was designated as category C and replaced by unit standard 20590.

 

Candidates who are currently working toward achieving unit standard 9573 will have until December 2005 to complete.  Those candidates who have achieved unit standards 9573 and 9574 will be exempt from the requirement to gain credit for 20590.

 

Unit standard 9573 categorised as category C expires at the end of December 2005.

 

Impact on existing provider accreditations

 

The Gas Transporters Sector Advisory Group and the Petrochemical Sector Advisory Group have agreed that no providers should be disadvantaged by the review of the unit standard.  The table below illustrates how the scope of existing accreditations has been extended.
