The New Zealand Industry Training Organisation has completed the revision and review of the qualifications listed above that were registered in January 1999, January 2000, March 2000, and May 2000. The two revised qualifications are due to have their review completed by December 2004.

Outline of revision and review process
The dairy manufacturing qualifications were reviewed and revised as a result of a reclassification of the dairy unit standards into new domains, the review of dairy unit standards in December 2002, the further revision in June 2003, and the registration of new unit standards. Industry has also provided comment on the qualifications and suggested changes that reflect current manufacturing process and make the qualifications a better fit for jobs in the industry.
Main changes resulting from the revision and review
The revision and review process resulted in the following changes to the qualifications.
National Certificate in Dairy Manufacturing (Level 4) with optional strands in People Skills, and Food Safety [Ref: 0001]
New title National Certificate in Dairy Manufacturing (Level 4) with optional strands in Product Safety, People Skills, and Computing Skills [Ref: 0001]
Changes to structure and content
· Food Safety strand was renamed Product Safety, and a new optional Computing Skills strand was added.
· Titles, levels, credits and classifications updated to reflect review.
Core Elective 1
· Unit standard 19527 replaced 759.
· Unit standards 4303 and 16303 were removed and not replaced.
· Unit standards 18407, 19331, and 19334 were added.
· Unit standard 758 moved from Optional list.
· Minimum credit for set reduced from 34 to 26.
Core Elective 2
· Unit standards 19329, 19330, and 19739 were added.
Optional list
· Unit standard 758 transferred to Core Elective 1.
· Unit standards 2780, 2790, 2797, 5941 and 6743 are now included within the Generic Computing domain in the new optional Computing Skills strand.
· Unit standard 19529 replaced 757.
· Unit standard 15275 was removed and not replaced.
· Unit standards 4302, and 17617 were added.
Product Safety Strand (previously Food Safety)
· Unit standards 762, 18406, and 19514 were added.
· Minimum credits required for strand reduced from 30 to 22.
People Skills Strand
· Unit standards 4098, 18203 and 19336 were added.
· Set expanded to include credit for unit standards from the Quality Management domain.
· Unit standard 16303 was removed and not replaced.
· Minimum credit for strand increased from 20 to 24.
Computing Skills Strand
· New optional strand comprised of unit standard 19527, and standards from the Generic Computing domain, which includes 2780, 2790, 2797, 5941 and 6743 previously listed in the Optional list.
· Minimum credit required for strand is 20.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

Changes to structure and content
· The qualification was restructured and now includes two optional strands.
· Titles, levels, credits and classifications updated to reflect review.
· Minimum credit for the core qualification has decreased from 44 to 40.
· Core Elective 1
- Unit standard 19529 replaced 757.
- Unit standards 4823, 4825, 4826, 4827, 4829, 4830, 4831, 4832, 4833, 4834, 4835, 4836, 16300, 16312, 16313, and 16684 were moved from Core Elective 2.
- Unit standards 19526 and 19528 were added, they replaced 4824 and 4828 previously in Core Elective 2.
- Unit standards 17613, 18404, 18405, 18406, 19335, and 19524 were added.
- The minimum credits for core qualification can now be selected from Core Elective
· Core Elective 2
- Requirements have changed to 'a balance of credits if required'.
- Unit standards 10509, 10526, and 11505 were removed and not replaced.
- Unit standards 4823, 4825, 4826, 4827, 4829, 4830, 4831, 4832, 4833, 4834, 4835, 4836, 16300, 16312, 16313, and 16684 were transferred to Core Elective 1.
- Unit standards 19526 and 19528 have replaced 4824 and 4828, and are included in Core Elective 1.
- The set was expanded to include unit standards 10851, 10852, and 20368, and credit for standards at level 3 or above from any domain in the subfield of Food and Related Products Processing, and the Dairy Processing, and Dairy Supply Chain domains.
- Unit standard 2797 is now included in the Generic Computing domain in the optional Computing Skills strand.
- Unit standards 1312, 9675, 9681, 9695, 9696, 9705 and 11101 are now included within the Interpersonal Communications domain of the optional People Skills strand.
· Optional unit standards
- Unit standards 10507 and 10508 were removed and not replaced.
- Unit standards 2780, 2790, 5941 and 6743 are included within the Generic Computing domain of the optional Computing Skills strand.
- Unit standards 1277, 1299, 3503, 9677, 9680, 9707, and 10791 are included within the Interpersonal Communications domain of the optional People Skills strand.
· People Skills Strand
- New optional strand comprised unit standards 4098, 18203, and 19336; and standards from the Interpersonal Communications domain, which includes standards previously listed in the Elective and Optional lists.
- Minimum credit required for strand is 24.
· Computing Skills Strand
- New optional strand comprised of Generic Computing domain, which includes standards previously listed in the Elective and Optional lists.
- Minimum credit required for strand is 20.
People part way through version 3 or 4 of this qualification may choose to complete that version or transfer to this version. The last date to complete versions 3 or 4 of the qualification is 31 December 2004.

· Unit standards 19336 and 17620 were added to the elective section.
· Titles, levels, credits and classifications updated to reflect review.
People part way through version 1 of this qualification may choose to complete that version or transfer to version 2. The last date to complete version 1 of the qualification is 31 December 2005.

Changes to structure and content
· Titles, levels, credits and classifications updated to reflect review.
· Elective 1
- Unit standard 17613 was added.
- Unit standards 19529, 19526 and 19528 replaced unit standards 757, 4824 and 4828 respectively.
- The set was expanded to include credit from any standard within the dairy workplace health and safety domain. This includes the previously listed unit standards 4308, 4818, 16305, 16306, 16307, 16308, 16310, 16311, 16316, 16683, and 16685.
- Unit standard 4829 was removed and not replaced.
· Elective 2
- Unit standard 3043 was added.
- Unit standard 10526 was removed and not replaced.
· Optional list
- Unit standards 10507, 10508, and 10509 were removed and not replaced.

Changes to structure and content
· Food Safety strand was renamed Product Safety.
· Titles, levels, credits and classifications updated to reflect review.
· Minimum credit for the core qualification has increased from 56 to 66.
· Compulsory
- Unit standard 3271 has moved to Elective.
- Unit standard 4817 has moved to optional Product Safety strand.
- Unit standards 4816 and 16305 were removed and not replaced.
- Unit standards 11976, 11984, 18405, 19523, and 19580 were added.
· Elective
- Unit standard 17459 moved to Compulsory.
- Unit standards 3062, 3063, 16308 and 16316 were removed and not replaced.
- The set was expanded to include 4098 and 19336; and credit for standards at level 3 or above in the Distribution, Retail Distribution Core Skills, and Stock Control domains, which include unit standards 414, 11958, 11961, 11966, 11973, 11976, 11983, 12001 and 19582 previously individually listed.
· Product Safety Strand (previously Food Safety)
- Unit standards 4827 and 16301 were removed and not replaced.
- Unit standards 4817, 18405, 18406, and 18407 were added.
- Minimum credit for strand increased from 12 to 20.
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

The last date to complete versions 2, 3 or 4 of the qualification is 31 December 2005.

Changes to structure and content
· Titles, levels, credits and classifications updated to reflect review.
· Minimum credit for qualification increased from 43 to 55.
· Compulsory
- Unit standard 167 was added.
- Unit standards 377 and 12008 were moved from Optional list, and 376 moved from Elective.
· Elective
- Unit standards 168, 4098, 18406 and 19336 were added.
- Unit standards 63, 66, 7452, 8493, 8495, 16775, 16776, 16778, 16779, 16780, 16783, 16784, 18336, and 18337 were removed and not replaced.
- Unit standard 376 was transferred to Compulsory.
- Minimum credit for set reduced from 20 to 18.
· Optional list (now removed)
- Unit standards 377 and 12008 were transferred to Compulsory.
- Unit standards 11938 and 11941 were removed and not replaced.
People part way through an earlier version of this qualification may choose to complete that version or transfer to this version. The last date to complete earlier versions of the qualification is 31 December 2005.
Appeal process
It is the intended that no existing candidate be adversely affected by these changes. However, anyone who feels disadvantaged by these transition arrangements should contact the New Zealand Industry Training Organisation, which will consider their appeal on a case-by-case basis.
