The NZ Road Transport and Logistics ITO, in conjunction with the Land Transport Safety Authority (LTSA), has completed the review of the unit standards listed above that were registered in May 1999, August 2000, and February 2001.

Summary of review and consultation process

 

Both industry and the LTSA were concerned that these ten unit standards did not meet either the current LTSA requirements for driver licences or the commercial road transport industry requirements for driver skills.

 

Feedback from industry and assessors in 2000 identified that unit standards 1736 and 1755 no longer met the commercial road transport industry needs.  In response to that feedback the ITO developed standards 17973 and 17974 to meet industry needs, and the ITO began substituting these for 1736 and 1755 in its qualifications.  In a separate development standards 17574-17577 were developed to meet heavy motor vehicle driver licensing requirements.

 

This review, conducted in 2003 and 2004, expanded on the 2000 feedback and considered the fitness for purpose of all the standards involved.  Key decisions resulting are:

·        standards 1736 and 1755 will expire on 31 December 2008, as they no longer meet industry needs or LTSA requirements.  This timeframe allows other standards setting bodies (SSBs) to maintain their own qualifications which contain these two standards;

·        standards 17973 and 17974 will also be expired on 31 December 2008 as they do not recognise the different levels of skills required for the progressively heavier vehicles and duplicate skills covered by 17574-17577;

·        standards 17574-17577 were redefined to ensure they incorporate both industry requirements and LTSA licence criteria, recognising that licence requirements are fundamental to industry's needs.  They also incorporate the process of the New Zealand graduated driver licence system (GDLS).

 

Main changes resulting from the review

 

The review process has resulted in the following changes to the standards:

·        standardisation of all Special Notes, including expanded definitions sections;

·        inclusion of the statement that achieving any one of these units will not on its own enable the applicant to obtain the particular driver licence or endorsement;

·        level increased from 2 to 3 in standards 17579 and 17580;

·        credits increased from 5 to 7 in standards 17576.

 

For standards 17574-17577:

·        new element focusing on personal factors that contribute to safe driving practice;

·        driving techniques which must be demonstrated for assessment are defined;

·        new element focusing on operating a heavy motor vehicle efficiently;

·        new element on driving hours and logbooks;

·        new element requiring knowledge of actions to be taken in the event of an accident;

·        requirements of elements and performance criteria allow for recent and future technological changes;

·        special note explaining relationships between these standards and previously registered standards added.
