Review of Electronic Security qualifications

The ElectroTechnology Industry Training Organisation has completed the review of the qualifications listed above that were registered in December 1997 and October 2000 respectively.
Replacement qualification
The National Certificate in Electronic Security (Installer) (Level 3) [Ref: 1102] replaces the National Certificate in Electronic Security (Level 3) [Ref: 0414].

Reasons for the Review
The review was triggered by the industry's need for electrical registration and licensing to allow installers to connect domestic alarm equipment to existing electricity subcircuits in domestic situations. Such a registration and licensing system is now in place, administered by the Electrical Workers Registration Board (EWRB), and the replacement National Certificate in Electronic Security (Installer) (Level 3) [Ref: 1102] enables training to be developed that meets the training requirements.
The National Certificate in Electronic Security (Level 4) [Ref: 0788] was also reviewed in the light of the changes at Level 3.
Main changes resulting from the review
The electronic security content of both qualifications have changed little. At Level 3, the electrical standards in the previous qualification were replaced with a different set, designed to prepare trainees for the new registration and licence. The name change was necessary to allow for clear identification of applicants for the new registration. The structure of the level 4 certificate was simplified by removing those standards already included in the level 3 qualification.

Changes to structure and content
· Title and registration number changed
· Replacement of standards 10933-10940 with standards 1204, 1205, 15855, 15856, 15859, 15861, 15864, 15871,16411, 16415, & 17805
· Addition of new standards 20592, 20593 & 20594 designed to lead to licensing as an Electrician limited to Electronic Security Installer
· Removal of fire detection standards 9383 and 9384 from the elective section
· Elective requirement reduced to one standard
· Reclassification of Electronic Security standards from the subfield of Electronics Technology to Electronic Engineering
· Credit value increased from 114 to 130.
Transition
Programmes leading to the new qualification are being introduced from 2004. The last date for award of the replaced qualification is 31 December 2006. Trainees may either complete the requirements of the replaced qualification prior to December 2006 or transfer to this qualification with the exemptions listed below. Those transferring will need to complete the requirements for 20592, 20593, & 20594.

National Diploma in Electronic Security (Level 4) [Ref: 0788]
Changes to structure and content
· Removal of standards included in the prerequisite qualification the National Certificate in Electronic Security (Installer) (Level 3) [Ref: 1102] these include 3492, 5880, 5882, 5886, 5890, and 5893 in the compulsory section, and 5884, 5891, 5892, 9383 and 9384 in the elective section
· Removal of standards 10933-10940 from compulsory section (note these skills are now covered by alternative unit standards within the prerequisite qualification)
· Removal of fire detection standards 9393 and 9384 from the elective section
· Elective requirement reduced to one standard
· Minimum credit decreased from 194 to 92.
Transition
Programmes leading to the new version are being introduced during 2004. Trainees may either complete the requirements of version 1 or transfer their existing achievements to this version. Last date to complete version 1 is 31 December 2006.
It is not intended that anyone be disadvantaged by this review, and the above arrangements have been designed for a smooth transition. However, anyone who feels they have been disadvantaged may appeal to:
