The New Zealand Road Transport and Logistics Industry Training Organisation has completed the review of the unit standards listed above that were registered in July 2002 and February 2001.

Summary of review and consultation process

 

The review was initiated by moderation feedback regarding assessability and changes to relevant LTSA regulations.

 

In June 2003, an advisory group was established by New Zealand Road Transport and Logistics Industry Training Organisation to conduct the review and included representatives of the Taxi Federation, training providers of taxi qualifications, Human Rights Commission, the ITO, Bus and Coach Association, and the Road Transport Forum.

 

As a result of their feedback agreed changes to the standards were circulated amongst the represented groups for comment. This comment was considered by the advisory group and further changes or amendments agreed. At this point, the final drafts were presented to the annual conference of the Taxi Federation for endorsement for registration with NZQA.

 

Main changes resulting from the review

 

The main changes ensure all standards allow for more flexible assessment focussing on the key skills relevant to transporting passengers, language was unified especially in Special Notes to achieve consistency between these standards and others in the Commercial Road Transport subfield.  Range statements have been removed to ITO-supplied assessor guides, and definitions clarified or added to offer greater guidance to assessors.

 

The changes can be summarised as follows.

·        Unit 1752 was amended to reflect the actual performance requirements of operating and maintaining a taxi.

·        Unit 15165 - title was changed to more accurately reflect transport vehicle.

·        Unit 1748 - title was changed to better reflect purpose of standard and assessment requirements and the level was increased from 3 to 4 to better reflect the skills required to assist passengers with special needs commensurate with those required to operate and maintain a taxi.

·        Unit 18078 - minor title change and reduction in level from 4 to 2 to better reflect the level of skills required for map reading and a commensurate reduction in credit for the same reasons.

·        Accreditation statement for unit 18078 amended to meet requirements of AMAP 0092 following reduction in level.

·        Entry statements for units 15165, 1752 and 1748 were amended to reflect changes in driver licensing requirements under the Land Transport (Driver Licensing) Rule 1999.

·        Increase in credit for unit 15165 from 5 credits to 6 to ensure full coverage of all evidence requirements.

·        Special Notes were revised to update applicable legislation and to attain consistency within the domain.

·        Revisions at element and performance criteria level were made to improve assessability.

·        Range statements were removed to appear in ITO-supplied assessor guides.
