Revision of Hairdressing qualifications

 

National Certificate in Hairdressing with strands in Hairdressing Practice, and Barbering Practice [Ref: 0022]

National Certificate in Barbering [Ref: 0418]

 

The NZ Hairdressing Industry Training Organisation Inc has completed the revision of the qualifications listed above that were registered in August 2003.

Outline of revision process

 

The Hairdressing Industry Training Organisation (HITO) found that following the review in August 2003 the transition provisions were disadvantaging some candidates.  In the time taken to complete the review of the qualifications some providers had begun to include the new requirements within their programmes.  This resulted in candidates achieving credit for replaced unit standards but not having credit for new components introduced to the qualifications at review.  As many of the replacements are deemed to have similar outcomes the HITO decided to accept either the original requirement or its replacement as outlined below.  It was also discovered that previous transition arrangements had been removed although the transition period had not yet expired, these have been reinstated.

 

The opportunity was taken to change the structure of the National Certificate in Hairdressing with strands in Hairdressing Practice, and Barbering Practice to reflect changes made to the National Certificate in Barbering [Ref: 0418].

 

The HITO will ensure all providers are made aware of the changes.

 

Main changes resulting from the review

 

Transition arrangements for all three qualifications have been clarified.  All transition provisions for all versions are listed below.

 

National Certificate in Hairdressing with strands in Hairdressing Practice, and Barbering Practice [Ref: 0022]

 

This qualification was issued as version 8 in March 2004 following revision and clarification of transition arrangements for previous versions.  Unit standard have been moved from the Compulsory to the Hairdressing stand to reflect changes made to the National Certificate in Barbering [Ref: 0418] following the review of the Barbering unit standards.  Minor edits were made to classifications and titles for unit standards 406, 11955, and 11949 following their review.

 

Changes to structure and content

·           Unit standards 2755, 2867 and 2870 have been transferred from the Compulsory to the Hairdressing Practice strand.

·           credit requirements for the Compulsory section have been decreased from 296 to 264, credit requirements for the Hairdressing Practice strand have increased from 35 to 67, however, the overall credit requirement for the qualification with the Hairdressing Practice strand remains at 331.

·           credit requirements for the qualification with the Barbering Practice strand have decreased from 431 to 409.

·           last date for award of version 5 extended to December 2008.

 

The changes to transition allow people currently enrolled on programmes leading to version 5 to complete that version of the qualification, transfer to a later version, or use replacement unit standards introduced in version 6 to meet the requirements of version 5.  Transition for previous versions are included.  See exemption tables below.

 

Previous versions of the qualification

 

Version 7was issued in September 2003 to correct an error in the Exemption table ie people credited with 403 are exempt from unit standard 11955 (not 19955).

 

Version 6 was issued in August 2003 following the review of the hairdressing and barbering unit standards.  Changes to structure and content included:  level for unit standards 2756, 2866, 2867, and 2869 increased from 1 to 2; replacement of hairdressing unit standards 2833 with 19791 and 19792, and 12312 with 19793; replacement of retail unit standards 403 with 11955, 419 with 11949, and 58 and 11831 with 12008; addition of unit standards 3501, 497 and 12349; and removal of unit standard 64 as it is no longer relevant to this qualification.  Credit total for the Compulsory increased from 284 to 296.  Unit standards 19805, 19806, 19807, and 19808 were added to the Barbering Practice strand, and credit total for the strand increased from 100 to 135.

 

People may choose to complete version 5 or transfer to a later version.  People transferring from earlier versions can use the following exemptions to meet the requirements of this qualification.  Please note, people choosing to transfer to version 6 or later will also be required to meet the additional requirements for unit standards 3501, 497 and 12349 in the Compulsory section, and unit standard 19807 for those undertaking the Barbering Practice strand.

 

People who have met the requirements for the qualification with the Hairdressing Practice strand and go on to achieve the Barbering Practice strand are exempt for the requirement for unit standards 19805, 19806 and 19808.

 

For the purposes of this qualification people who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.

Version 4 was issued in July 1999 to structure Electives A and B into strands so that people could gain this qualification in Hairdressing Practice, or Barbering Practice, or both.  Changes include reinstatement of 2886, which together with 10645, 10646, 10647, 10648 and 10650 formed the Barbering Practice strand.  Please note that the exemption offered in versions 2 and 3 for Unit 532, Obtain a first aid certificate, which was replaced by 6402 in 1996, is no longer appropriate.

 

People choosing to transfer from versions 1, 2, or 3 to version 4 can use the following exemptions to meet the requirements of that version of the qualification, alternatively they can transfer to version 5 as outlined above.

Version 3 was issued to take account of the review of the Service Sector unit standards.  Unit standard 59 was replaced by 11831, and unit standard 2754 was replaced by 12312 and 12313.

 

Version 2 was issued in December 1997 to take account of the review of the Hairdressing unit standards.  Changes included: unit standard 2754 was replaced by 12312 and 12313, 532 was replaced by 6402; Electives A and B were introduced to allow people to choose between Hairdressing and Barbering skills; unit standards 2757 and 2759 moved from Compulsory to Elective A, and 10649 was included in Elective B; the optional unit standard 2886 was removed from the qualification.

 

National Certificate in Hairdressing (Salon Support) [Ref: 0268]

 

This qualification was issued as version 4 in March 2004 following clarification of transition arrangements for previous versions.  Minor edits were made to classifications and titles for unit standards 406, 11955, and 11949 following their review. There are no transition consequences for people currently enrolled on a programme leading to the award of version 3 as the requirements are the same.

 

The changes to transition allow people currently enrolled on programmes leading to version 2 to complete that version of the qualification, transfer to a later version, or use replacement unit standards introduced in version 3 to meet the requirements of version 2.  Transition for versions 1 and 2 are included.  See exemption tables below.

 

Previous versions of the qualification

The unit standards used as replacements are deemed to have similar outcomes to those that were removed.  For the purposes of this qualification people who have gained credit for the following removed unit standards are exempt from the requirement to gain credit for the new unit standards.

National Certificate in Barbering [Ref: 0418]

 

This qualification was issued as version 6 in xx 2004 following clarification of transition arrangements for versions 2, 3 and 4.  Minor edits were made to classifications and titles for unit standards 406, 11955, and 11949 following their review. There are no transition consequences for people currently enrolled on a programme leading to the award of version 5, as the requirements are the same.

 

The changes to transition allow people currently enrolled on programmes leading to version 4 to complete that version of the qualification, transfer to a later version, or use replacement unit standards introduced in version 5 to meet the requirements of version 4.  Transition for previous versions are included.  See exemption tables below.

Version 5 was issuedin August 2003 following the review of the hairdressing and barbering unit standards.  Changes to structure and content included: replacement of hair dressing unit standards 2755, 2867, 2870 and 10647 replaced by 19806, 19808, and 19805. 19807, and retail unit standards 58, 403, 419, and 11831 with 11955, 11949, 19806, 19808, 19805, 19807 and 12008; addition of unit standards 3501, 497 and 12349; and removal of unit standard 64 as no longer relevant to this qualification.  Credit total for the qualification decreased from 165 to 151.

 

People may choose to complete version 4 or transfer to a later version.  People transferring from version 4 to versions 5 or 6 can use the following exemptions to meet the requirements of this qualification.  Please note, people choosing to transfer will also be required to meet the additional requirements for unit standards 3501, 497 and 12349.

 

The unit standards used as replacements are deemed to have similar outcomes to those that were removed.  For the purposes of this qualification people who have gained credit for the following removed unit standards are exempt from the requirement to gain credit for the new unit standards.

 

These exemptions will apply until December 2006.

Version 2 was issued March 1998 with the inclusion of unit standards inadvertently omitted from version 1.  Please note, there is no transition for version 1 as not all requirements were listed.
