Review and Replacement of Commercial Road Transport qualification

The NZ Road Transport and Logistics Industry Training Organisation has completed the review of the qualification listed above that was registered in November 1999.
Replacement qualification
National Certificate in Commercial Road Transport (Courier Driver) with strands in Urgent Operations, and Non-urgent Operations [Ref: 1084]

The review of the qualification was initiated in February 2002. The qualification has had very limited use and all indicators are that it is no longer fit for purpose.
A series of visits and meetings took place with industry advisers to analyse and map out the knowledge and skills required by owner drivers in the courier industry and new unit standards were registered in the process, including a Small Business Management unit standard developed in tandem with National Qualifications Services. A new qualification for courier owner-drivers was developed to replace the above qualification. The two strands in the replacement qualification recognise the critical distinction between urgent and non-urgent courier work.
Main changes resulting from the review
The reviewed qualification was replaced by the National Certificate in Commercial Road Transport (Courier Driver) with strands in Urgent Operations, and Non-urgent Operations [Ref: 1084]. There are significant differences, in terms of the content, between the new and replaced qualifications.
Changes to structure
· Dangerous Goods Optional Strand has been replaced with two new strands - Urgent Operations, and Non-urgent Operations.
· The replaced qualification was level 1 or 2 depending on strand whereas the replacement qualification is level 2.
· Credit total has reduced from 56 to 45.
· Unit standard 1769, has been replaced by 20081.
Transition
NZ Road Transport and Logistics Industry Training Organisation intends that no existing candidate be disadvantaged by this review, and has confirmed that no candidate has been enrolled in the National Certificate in Commercial Road Transport (Courier Service Driver) with an optional strand in Dangerous Goods [Ref: 0198] for a period of 18 months.
However, any person is part way through the National Certificate in Commercial Road Transport (Courier Service Driver) with an optional strand in Dangerous Goods [Ref: 0198] may either complete or they may transfer to the replacement qualification.
The last date for the award of versions 2 and 3 of National Certificate in Commercial Road Transport (Courier Service Driver) with an optional strand in Dangerous Goods [Ref: 0198] is December 2005.
