Summary of review and consultation process
In November 2002, a steering group was convened with representatives of key stakeholder organisations, to be the New Zealand Qualifications Authority's principal adviser for the review of the Early Childhood Education and Care unit standards. With the recent deregistration of the levels 7-8 unit standards in Early Childhood Education and Care, the steering group recommended that a review be carried out on the unit standards remaining on the Framework to ensure that they were fit for purpose.
It was agreed that the review of unit standards in the lower levels should be carried first to enable the sector to test the process and to write exemplars of assessment resources to accompany some of the reviewed unit standards.
A panel nominated by the steering group was set up to review the unit standards at levels 2, 3 and 4 that were part of the National Certificate in Early Childhood Education and Care (Parenting Education) (Level 3) [Ref: 0403]. 22 unit standards were reviewed and one of the unit standards, 10035, Relate parenting to the young child, was recommended for deregistration. Two new unit standards were created at levels 3 and 4. Extensive consultation with the wider network of users of early childhood education and care unit standards following the review was carried out and the changes were endorsed. This process was completed in October 2003.
A review of the unit standards in levels 4 to 6, that are in the National Certificate in Early Childhood Education and Care (Level 5) with strands in Centre Based, Home Based, Nanny, and Parenting [Ref: 0430] is being carried out and the drafts for this review have been sent out for consultation. Nine unit standards are not in either qualification and have had little usage. Because these have had so little use, they will be recommended for a rollover and highlighted for a review in 2005.
Main changes resulting from the review
The review process has resulted in the following changes to the unit standards.
· Deletion of and/or changes to some special notes to clarify explanations.
· Changes to some range statements to clarify essential assessment information.
· Deregistration (designation as category D) of unit standard 10035, Relate parenting to the young child.
· Development of two new unit standards in the domain: Early Childhood: Family, Whanau, Community and Society - 20406 and 20407.
· Changes to titles of unit standards 10013, 10015, 10016, 10020, 10021, 10024, 10025, 10030, 10034, 10036, and 10038.
· Increase in credit value for unit standards 10015, 10018, 10022, 10025, and 10032.
· Change to levels of 10018 and 10032.
· 10038 moved back to domain: Early Childhood: Educational Theory and Practice as programme planning was considered a generic skill necessary for all early childhood services.
· Updating of the moderation option.
Unit standard 10035, categorised as category D, expires at the end of December 2005.
