Responsibility for the unit standards and qualifications referred to above, which were registered in 1995 and 1996, has been transferred from the Leather Industry Training Organisation to the Apparel and Textile Industry Training Organisation.

Rationale for the change
The Leather Industry Training Organisation relinquished registration as an Industry Training Organisation and requested that the Apparel and Textile Industry Training Organisation take over responsibility for the Footwear sector. The Tertiary Education Commission approved this request and added the Footwear sector to the Apparel and Textile Industry Training Organisation's gazetted coverage.
Revision and change of SSB responsibility for Footwear qualifications
The qualifications were amended to show the new ITO responsibility and published as new versions.
The review of these qualifications is planned to take place in June 2005.

This qualification was also updated to take account of a review of First Line Management unit standards.
Changes to structure and content
· The name of the standard setting body responsible for the qualification was changed to the Apparel and Textile Industry Training Organisation.
· Unit standard 1984 removed from the compulsory section and replaced by unit standards 18336 and 18337.
· The credit value of the qualification increased from 184 credits to 189 credits.
Transition
This qualification contains standards that replace earlier standards. For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

All existing candidates may complete the earlier versions these qualifications or transfer their existing achievements to the current versions. The last date for award of previous versions is 31 December 2005. It is anticipated that no existing candidates are disadvantaged by these transition arrangements. However, candidates may appeal in the first instance to the Apparel and Textile Industry Training Organisation, which will consider any appeal on a case-by-case basis.

Main changes resulting from the revision
· The unit standards have been amended to show the new ITO responsibility.
· Hazardous Substances and New Organisms Act 1996replaced Dangerous Goods Act 1974 in special notes.
· Updating of references throughout special notes.
· Unit standard 8144 - the recommended prior unit standard in Special Note 2 changed from unit standard 2782 to unit standard 2780.
· Minor editorial amendments.
Accreditation and Moderation Action Plan
The unit standards referred to above have been moved from AMAP 0110 to AMAP 0030. AMAP 0110 has been designated as expired.
Impact on existing provider accreditations
The Apparel and Textile Industry Training Organisation has had its accreditation extended to include the Subfield Footwear and Leather Trades to level 5.
