The NZ Road Transport and Logistics ITO has completed the review of the unit standards listed above that were registered in May 1999, June 1999, April 2000, August 2000 and September 2000.

Summary of review and consultation process

 

Four of the standards in the domain displayed an anticipated expiry date of December 2003, with the remainder in December 2004.  An industry advisory group was established to consider all the standards, and the Land Transport Safety Authority (LTSA) was consulted independently.

 

Main changes resulting from the review

 

The LTSA had revised the Driver Training Syllabus, and the unit standards were adjusted to be consistent with it and the new Driver Developer Resource.

 

Recognising that most users of these unit standards are secondary schools, the ITO took the opportunity to improve the language and make the requirements easier to understand.  The formatting, definitions, range statements, and Special Notes were standardised.  Duplication between unit standards was removed.

 

Principal changes to the standards were as follows.

·        Increase in the number of credits for unit standard 1734 (from 3 to 4) and unit standard 3462 (from 2 to 3).

·        Expiry of unit standard 3461 at 31 December 2006 as this largely duplicated unit standard 17676.

·        New unit standard 20969 incorporating and expanding on knowledge of vehicle breakdown from unit standard 3461.

·        Performance criterion 1.1 of unit standard 3462 was deleted as it duplicates unit standard 17563.

·        Performance criteria 2.2 and 2.3 were combined in unit standard 3467.

·        Performance criteria 1.1 and 1.2 in unit standard 3470 were changed in accordance with the new LTSA manual.

·        Range statement for element 2 in unit standard 3472 was modified to be more appropriate for a level 2 standard.

·        Unit standard 1734 was extended with a new element 4 on actions to be taken to prevent the onset of fatigue.

·        Performance criterion 1.2 of unit standard 17458 was deleted, as air conditioning does not directly relate to safe driving.

·        Element 2 in unit standard 17563 was deleted.  Performance criterion 2.1 duplicated element 1 and performance criterion 2.2 was inappropriate in a standard designed to test the knowledge of young entrants.

·        Unit standard 17676 incorporated requirements of the new LTSA Driver Training Manual.
