Summary of review and consultation process

 

The review was prompted in order to align all the unit standards for temporary traffic management to the Code of Practice for Temporary Traffic Management (CoPTTM) released in July 2000 by Transit New Zealand (Transit), and by the need to establish clear and transparent one-to-one relationships among four of the unit standards and the four Transit qualifications for people carrying out temporary traffic management (TTM) roles.  The Transit qualifications are required by CoPTTM for the following TTM roles on state roads and are widely accepted by road controlling authorities:

·        Traffic Controller (TC) for low volume and Level 1 roads.  This role relates to unit standard 5627.

·        Site Traffic Management Supervisor (STMS) for low volume and Level 1 roads.  This role relates to unit standard 5628.

·        Site Traffic Management Supervisor Non Practising (STMS-NP) for Level 2 and 3 roads.  This role relates to unit standard 20879.

·        Site Traffic Management Supervisor (STMS) for Level 2 and 3 roads.  This role relates to unit standard 20880.

 

Evidence from the Transit TTM qualifications will be able to be used, as appropriate, towards assessment for the corresponding unit standards.  Prior to this review the TTM roles were not evident in the unit standard titles; this situation has been rectified.

 

A small working group involving Transit New Zealand, InfraTrain, and input from experts and stakeholders in the TTM field was set up and proposed changes based on the needs stated above and feedback from TTM practitioners.  Drafts were circulated to a broad range of industry stakeholders with TTM expertise and further changes made based on their recommendations.   Further unit standards were also developed, including a safety awareness unit standard (20877) for people who are required to carry out work and conduct themselves safely at any site where TTM is established, whether or not they are involved in TTM duties.  Unit standard 20877 was sent for comment to 17 standard setting bodies that were identified as actual or potential stakeholders and received a favourable response.

 

Main changes resulting from the review

 

·        Unit standards in the Temporary Traffic Control domain have been reclassified in a new Temporary Traffic Management domain.

·        Unit standard 5630 has been replaced by two role-specific unit standards, 20879, and 20880.

·        Unit standard 17331 has been designated as expiring as its outcomes do not match any of the TTM roles recognised by CoPTTM.

·        Titles of all other unit standards have been changed.

·        Some changes have been made in terms of levels and credits as noted in the summary of main changes at the end of this report.

·        Changes to entry information have been made for unit standards 5627, 5627, 5629, and 5631.

·        Extensive changes have been made to special notes, including additions of ranges and definitions.

·        Elements and performance criteria have been revised extensively to reflect the roles and outcomes stated in the titles, to ensure consistency with CoPTTM, to improve assessibility, and for consistency of style within the domain.

·        Two further unit standards as noted in the summary of main changes at the end of this report have been developed; one of these is registered under the domain Civil Infrastructure Health, Safety, and Environment.
