The Ministry of Education and the Secondary Education Group Assessment business unit of NZQA have completed a review of the achievement standards listed above that were registered in October 2002.

Summary of review and consultation process

 

This review is part of the planned cycle of review that takes place after the first year of use of the achievement standards.

·        Initial feedback and comments were collated from teachers/schools, moderators, the National Assessment Panel, professional development facilitators, material developers, and other stakeholders.

·        This information was reviewed by subject specialists and recommendations were made in March 2004.

·        The recommendations were sent out for national consultation to all secondary schools, and some tertiary providers in May 2004.

 

Main changes resulting from the review

 

The review process has resulted in the following modifications to the achievement standards:

·        AS90236 and AS90237 - these standards were each split into two separate standards.  Each of the original standards contained two achievement criteria that could be assessed independently.  The decision to split these standards was made so that students could more readily access the credits for each of these independent outcomes.

·         AS90238 - the three achievement criteria were condensed into two more holistic criteria.  Excellence was amended to become a more inclusive statement by collapsing the two criteria into one.  The key focus continues to be on evaluating. The credit value was reduced from 6 to 4, to better reflect the comparative content coverage across the standards, and in response to feedback received.

·         AS90239 and AS90240 - these two standards were combined into one investigation standard.  It was considered that these two standards were almost assessing the same outcomes and were largely repetitive. The inclusion of evaluation for excellence brings this standard in line with most of the other Level 2 standards.

 

Externally assessed achievement standards 90236 and 90237, which are a Category C review, expired in December 2004.

Internally assessed achievement standards 90239 and 90240, which are a Category C review, will expire in December 2005.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0226 was updated to reflect the changes made to the achievement standards.

 

Impact on existing qualifications

 

None.

 

Impact of changes on NCEA Exclusions List

 

AS90760 has replaced category C achievement standard AS90239 as the exclusion for unit standard 10930 on the exclusions list.
