The Equine Industry Training Organisation (Equine ITO) has completed the review of the unit standards listed above that were registered in May 1999.

Summary of review and consultation process

 

The unit standards were circulated to key industry representatives seeking their comments.  These comments were returned to the editorial committee, which considered the comments and acted appropriately.

 

The editorial meeting was attended by nominated representatives from NZ Equestrian Federation and NZ Pony Clubs Associations and was held in Cambridge at the New Zealand Equine Academy on 16 December 2003.  Dudley Brown, CEO of the Equine ITO, chaired the meeting.

 

Following the editorial meeting, the resulting amendments were put forward for appraisal to the Equine Industry Training Board, resulting in the Board's endorsement of the proposed changes.

 

The process involved an evaluation to ensure that the unit standards still met the requirements of the sectors, that they continued to enable effective assessment and that their contents remained applicable.

 

The focus of the review was on quality improvement and ensuring level and credit allocation were consistent with the unit standard content.

 

Gaps identified as part of the review process:

·        A unit standard focusing on the practice of riding a horse whilst leading another horse simultaneously.

 

Main changes resulting from the review

 

The review process has resulted in the following changes to unit standards:

 

·        Level and credits revised to reflect the complexity, responsibility and time required to demonstrate the relevant skills and knowledge.

·        Credits raised from 2 to 12 in unit standard 6587 to reflect the complexity and responsibility of task and importance of skill in the development of horses.

·        Changes made to elements, performance criteria and ranges, to reflect industry practices, terminology and meet technical requirements for registration.

·        Order of unit standard elements altered to indicate logical assessment sequence.

·        Amendments of special notes in order to clearly specify unit standard requirements, and provide definitions and consistency.

·        Minor amendments to some titles to better reflect the content.

·        A special note has been inserted where relevant stating, 'For this unit standard the practical assessment evidence must be provided in the context of a commercial business operation under normal working conditions' to reflect that unit standard outcomes must meet commercial expectations.

·        Amendment of special notes in order to clearly specify unit standard requirements, and provide definitions.

·         All practical unit standards include reference to the Code of Recommendations and Minimum Standards for the Welfare of Horses.

·        Amendments to ranges to ensure clarity, deletions of some ranges when only purpose was to provide answers, and additional ranges added to ensure consistency of assessment.

·        New unit standard, 20884, developed to meet identified gaps.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0018 has been updated to reflect the changes made to the standards.  The requirements for assessors of unit standard 6591 have been changed in line with the decrease in level of the unit standard.
