The Electricity Supply Industry Training Organisation (ESITO) has completed a review of the certificates listed above that were first registered in June and July 2001, and January 2002.

Reasons for the review

 

The above qualifications were reviewed as part of a larger review and reclassification of the Electricity Supply subfield.

 

Industry identified that the Electrical qualifications did not always provide a logical pathway and decided to rectify this, and to ensure the new versions would meet Electrical Workers Registration Board requirements.  The review ascertained the need to reduce the number of level 2 qualifications, and provide a common entry point for electrical trades.

 

The review was informed by the introduction of the New Zealand Electrical Code of Practice for High Voltage Live Line Work 46:2003 (NZECP 46:2003) which requires that line workers have 2 years post qualification experience prior to being able to commence training in live work practices.  This has resulted in the 'Live Work' being removed from the National Certificate in Electricity Supply (Live Line Mechanic - Transmission) (Level 4) [Ref: 0872] and the National Certificate in Electricity Supply (Line Mechanic - Distribution) (Level 4) with optional strands in Glove and Barrier, and Hot Stick [Ref: 0874].

 

Other changes have been made to better reflect industry needs for flexible and achievable qualifications that support learning and progression, and new qualifications have been developed to meet the changing needs of the electricity supply industry.

 

Main changes resulting from the review

 

The review provided an opportunity to update the qualifications as follows:

·        Editorial and formatting amendments.

·        Provide a single entry qualification for the electricity supply industry trades at level 2.

·        Remove the stranding from some of the qualifications.

·        Align the requirements of the level 4 Electrical qualification with those of the Electrical Workers Registration Board.

·        Replace both level 3 Line Mechanic qualifications with a new qualification designed to provide an integrated pathway for trainees.

·        Align the requirements of both level 4 Line Mechanic qualifications with those of Schedule 3 of the Electricity Regulations 1997.

 

National Certificate in Electricity Supply (Level 2) with strands in Line Mechanic, Cable Jointer, Cable Layer, and Road Opening [Ref: 0868]

National Certificate in Electricity Supply (Level 2) [Ref: 0868]

 

This qualification was issued as version 2 following a review to rationalise the number of level 2 qualifications offered.  The content is common for entry to most skill areas in the electrical supply industry.

 

Changes to structure and content

·        The qualification has been restructured to meet the entry requirements of all fieldworkers in the electricity supply industry with a focus on health and safety.

·        Unit standards for health and safety and safe working practices required for all electrical supply industry staff are included.

·        Unit standards relating to familiarisation and orientation for working in the electrical supply industry are included.

·        All unit standards relating to a specific strand or occupational skill are now included in level three qualifications.

·        The Line Mechanic, Cable Jointer, Cable Layer, and Road Opening strands have been removed and the title amended to reflect the change.

·        Unit standards 1178, 1277, 9681, 15848, 15851, 15852, and 17602 have been added to the qualification.

·        Unit standards 12300, 10508, 16407, 17026, 18274, 18275 and 18276 from the former strands are now compulsory.

·        Unit standard 5627 has been removed from qualification.

·        An elective requirement has been added.

·        The credit requirements have increased from 61 to 83.

 

Transition

 

People currently working towards version 1 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification.  All training programmes and courses from 1 January 2005 will lead to the award of version 2 of the qualification.  The last date for the award of version 1 is 31 December 2005.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

People currently working towards any of the above qualifications may either complete the qualifications on which they are enrolled or transfer their existing achievements to the National Certificate in Electricity Supply (Level 2) [Ref: 0868].

 

The last date for completion of these qualifications is December 2006. 

 

*Please note that the National Certificate in Electricity Supply (Mechanical Fitter) (Level 3) with strands in Hydro, Networks, and Thermal [Ref: 0891] will be reviewed to change the prerequisite qualification to the National Certificate in Electricity Supply (Level 2) [Ref: 0868].  In the interim either qualification will be acceptable and the proposed change will be deemed to be covered by the phrase 'or demonstrate equivalent knowledge and skills'.

 

National Certificate in Electricity Supply (Line Mechanic - Transmission) (Level 3) [Ref: 0871] and

National Certificate in Electricity Supply (Line Mechanic - Distribution) (Level 3) [Ref: 0873]

National Certificate in Electricity Supply (Line Mechanic) (Level 3) with strands in Distribution, and Transmission [Ref: 1116]

 

The National Certificate in Electricity Supply (Line Mechanic) with strands in Distribution, and Transmission [Ref: 1116] has replaced these qualifications.  Note that some unit standards from the replaced qualifications are not included in the replacement qualification as outlined below.

 

National Certificate in Electricity Supply (Line Mechanic - Transmission) (Level 3) [Ref: 0871]

·        Unit standards 10511, 10512, 10513, 10516, 17027, 18022 and 18025 are now included in the National Certificate in Electricity Supply (Line Mechanic Transmission) (Level 4) [Ref: 0872].

·        Unit standard 10542 is now included in the National Certificate in Electricity Supply (Line Mechanic Transmission Live Work) (Level 5) [Ref: 1120].  Unit standard 18029 is no longer required for the Transmission sector.

 

National Certificate in Electricity Supply (Line Mechanic - Distribution) (Level 3) [Ref: 0873]

·        Unit standards 10512, 10513, 10518, 10521, 10522, 10545, 17027 and 18029 are now included in the National Certificate in Electricity Supply (Line Mechanic Distribution) (Level 4) [Ref: 0874].

 

National Certificate in Electricity Supply (Line Mechanic) (Level 3) with strands in Distribution, and Transmission [Ref: 1116]

 

This qualification replaced National Certificate in Electricity Supply (Line Mechanic - Transmission) (Level 3) [Ref: 0871] and National Certificate in Electricity Supply (Line Mechanic - Distribution) (Level 3) [Ref: 0873].  It has been developed to provide an integrated pathway for Line Mechanic trainees and to better reflect industry needs for flexible and achievable qualifications that support learning and progression.

 

Structure and content

·        The Compulsory comprises unit standards 43, 6916, 5917, 10501, 9681, 17976, 17977 and 17978.  Details for unit standards 17976 and 17977 have been updated to reflect their review.

·        The Distribution strand comprises unit standards 5627, 10549, 16617, 18031, 18032 and 18272.

·        The Transmission strands comprises unit standards 12295, 12297 and 18277 in the strand compulsory, and requires a minimum of 16 credits from unit standards 5627, 14510, 14515, 14519, 16617 and 18272 in the strand elective.

·        The minimum credits required are 65.

 

Transition

 

People currently working towards any of the replaced qualifications may either complete the qualifications on which they are enrolled or transfer their existing achievements to the National Certificate in Electricity Supply (Line Mechanic) (Level 3) with strands in Distribution, and Transmission [Ref: 1116] or to the most appropriate level 4 qualification.

 

The last date completion of the replaced qualifications is 31 December 2005.  All training programmes and courses from 1 January 2005 will lead to the award of the new qualification.

 

National Certificate in Electricity Supply (LiveLine Mechanic - Transmission) (Level 4) [Ref: 0872]

This qualification was issued as version 2 following a reviewin order to meet the requirements of the New Zealand Electrical Code of Practice for High Voltage Live Line Work (NZECP 46:2003).  Other changes have been made to better reflect industry needs for flexible and achievable qualifications that support learning and progression.

·        The title has been amended.

·        The prerequisite qualification is now the National Certificate in Electricity Supply (Line Mechanic) (Level 3) with the Transmission strand [Ref: 1116].

·        An Elective set has been added to meet changing needs of industry.

·        Unit standards 10511, 10512, 10513, 10516, 17027, 17602, 19950, 20419, 20420 and 20847 have been added to the Compulsory.

·        Unit standards 10517 and 10529 have been moved from the Compulsory to the Elective.

·        Unit standards 10531, 10532, 10533, 10534, 10535, 10538, 10539 and 17570 have been transferred to the National Certificate in Electricity Supply (Line Mechanic Transmission Live Work) (Level 5) [Ref: 1120].

·        Unit standards 10519 and 17632 have been removed from the qualification.

·        The credit total has increased from 95 to 111.

 

Transition

 

People currently working towards version 1 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification or to the National Certificate in Electricity Supply (Line Mechanic Transmission Live Work) (Level 5) [Ref: 1120].  The last date for the award of version 1 is 31 December 2005.  All training programmes and courses from 1 January 2005 will lead to the award of version 2 of the qualification.

 

National Certificate in Electricity Supply (Line Mechanic - Distribution) (Level 4) with optional strands in Glove and Barrier, and Hot Stick[Ref: 0874]

This qualification was issued as version 3 following a reviewto remove the optional Glove and Barrier and Hot Stick strands in order to meet the requirements of the New Zealand Electrical Code of Practice for High Voltage Live Line Work (NZECP 46: 2003).

 

Changes to structure and content

·        The optional Glove and Barrier and Hot Stick strands have been removed from the qualification and the title amended to reflect the change.

·        The prerequisite qualification is now the National Certificate in Electricity Supply (Line Mechanic) (Level 3) with the Distribution strand [Ref: 1116].

·        Unit standards 10512, 10513, 10518, 10521, 10522, 10545, 12295, 17027, 18029, 19950, 20059, and 20423 have been added to the qualification.

·        Unit standards 10531, 10535, 10536, 10537, 10538, 10540, 10541 and 10542 have been transferred to the National Certificate in Electricity Supply (Line Mechanic Distribution Live Work) (Level 5) [Ref: 1119].

·        Unit standards 18031 and 18032 have been removed from the qualification.

·        Optional unit standards 2767 and 5628 have been removed from the qualification.

·        The credit total has increased from 69 to 122.

People currently working towards versions 1 or 2 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification or to the National Certificate in Electricity Supply (Line Mechanic Distribution Live Work) (Level 5) [Ref: 1119].  The last date for the award of versions 1 and 2 is 31 December 2005.  All training programmes and courses from 1 January 2005 will lead to the award of version 3 of the qualification.

 

National Certificate in Electricity Supply (Electrical) (Level 3) with strands in Electrical Fitter, and Electrician [Ref: 0888]

This qualification was issued as version 3 following a reviewin order to make changes to content to allow for registration as an electrician, and better reflect industry needs for flexible and achievable qualifications that support learning and progression.

 

Changes to structure and content

·        The Electrical Fitter and Electrician strands have been removed from the qualification, and the title amended to reflect the change.

·        The prerequisite qualification has changed to the National Certificate in Electricity Supply (Level 2) [Ref: 0868].

·        Unit standards 750, 15843, 15844,15845,15846,15847 and 15849 have been added to the qualification; previously these were contained in the former prerequisite qualification the Electrical Fitter strand of the National Certificate in Electricity Supply (Electrical) (Level 2) with optional strands in Electrical Fitter, and Technician [Ref: 0887].

·        Unit standards 15850 and 15854 have been removed from qualification and are included in the National Certificate in Electricity Supply (Electrical) (Level 4) [Ref: 0921].

·        Unit standards 3492 and 10425 have been removed from the qualification.

·        Unit standard 9681 has been removed and is included in the new prerequisite qualification.

·        An elective requirement has been added.  It allows selection from four subfields, which include unit standards 12390, 14287, 15860 and 15867 previously specified in the Compulsory, and most of the elective standards from previous strands.

·        The credit requirements have been reduced from 142 to 131.

People currently working towards version 2 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification.

This qualification was issued as version 2 following a review in order to make changes to content to allow for registration as an electrician, and better reflect industry needs for flexible and achievable qualifications that support learning and progression.

 

Changes to structure and content

·        Unit standards covering the requirements of Schedule 1 of the Electrical Regulations Compilation 2003 have been included.

·        The Electrical Fitter Networks and Electrical Fitter Hydro strands have been removed from the qualification, and the title amended to reflect the change.

·        Unit standard 11101 has been removed from the qualification.

·        Unit standards 15850 and 15854 have been added to the Compulsory.  These unit standards were previously contained in the prerequisite qualification National Certificate in Electricity Supply (Electrical) (Level 3) [Ref: 0888].

·        Unit standards 2021 and 14287 have been added to the Compulsory.

·        The Elective requirements have been changed to allow for the selection of credit from a range of unit standards, and subfields that include 1173, 5917 and 15865 previously specified in the Compulsory.

·        Unit standard 4798 has been removed from the Elective following its expiry at review, and unit standards 20799 and 20917 added as alternatives.

·        Unit standards 2403, 2404 and 2408 have been removed from the Elective.

·        The credit requirements have been reduced from 131 to 128.

People currently working towards version 2 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification.

 

The previous version of the qualification will cease to be offered from December 2005.  The last date for awarding the replaced version will be December 2008.  Programmes leading to the award of new version will be available for implementation following registration.

It is anticipated that no existing candidates are disadvantaged by any of these transition arrangements.  However, candidates may appeal in the first instance to Electricity Supply Industry Training Organisation, which will consider any appeal on a case by case basis.
