Summary of review and consultation process
These unit standards were reviewed to take into account significant changes to legislation and the operating environment introduced in the Gambling Act 2003.
Stakeholders included the Department of Internal Affairs, the Ministry of Health, training providers, industry organisations, and specialist agencies involved with problem gambling.
An initial workshop reviewed the existing units and a second examined the need for new unit standards. This was followed by paper based and telephone conference feedback sessions.
The review incorporated changes in procedures, terminology, and regulations resulting from the new legislation. Changes in current industry practise, such as the move from 'smart cards' to 'master-system cards' were also adopted.
The requirement in the new legislation for host responsibility training in 'harm minimisation' of 'problem gambling' identified a need for two new unit standards.
Main changes resulting from the review
· Two unit standards have increases in credit.
· Four unit standards have decreases in credit.
· Three unit standards have decreases in level.
· Recommended unit standards have been added to the entry criteria of unit standard 18175.
· Changes have been made to the special notes on all unit standards, including definitions, and relevant legislation and/or regulatory requirements.
· Titles of all reviewed unit standards have changed to reflect skills covered and the Class 4 gambling environment.
· Performance criteria in some unit standards have changed to reflect current practice in the hospitality industry.
· Changes have been made to range statements reducing them, or clarifying requirements.
· Two new unit standards have been developed and are listed in the table at the end of this report.
