The Fire and Rescue Services Industry Training Organisation has completed the review of the qualifications listed above that were registered in October 1998 and September 2000.

Summary of review and consultation process

 

The above qualifications were reviewed during July and August 2004 to reflect the review of the standards in the Fire and Rescue Services subfield over the period 2001-2003.

 

Feedback received from assessors, moderators, and major stakeholders indicated that the qualifications had unnecessarily high credits, the structure and content of the qualifications no longer met the requirements of training programmes being developed for Vegetation Fire Fighting sector and rural fire officers.  There was need for the development of new and replacement certificates at levels 4, 5, and 6, and for the National Diploma in Fire and Rescue Services (Vegetation Fire Fighting - Management) to be changed to level 5.

 

The Vegetation qualification review Expert Panel included representatives from the following Rural Fire organisations:

Forest and Rural Fire Association of NZ (FRFANZ)

National Rural Fire Authority (NRFA)

Department of Conservation (DOC)

Wellington Emergency Management Office (WEMO)

Forest Owners Association of NZ (FOANZ)

 

The Expert Panel held a series of meetings between January and July 2004 to ensure that the current training methods and terminology would be reflected in the reviewed qualifications.

 

The Vegetation certificates are now structured into progressive steps from level 2 to 6, with the diploma at level 5.  The level 2 and 3 certificates and the diploma are open entry, while the level 4, 5, and 6 certificates require the previous level qualification as a prerequisite.

 

Main changes resulting from the review

Changes to structure and content

·        The credit total of the qualification has been reduced from 46 to 42 credits

·        Expiring standard 3268 has been substituted with 21417

·        Standards 3278, 4647 and 6400 are no longer specified in the compulsory, however 4647 and 6400 are included in the elective and can be used to meet its requirements

·        Standard 17279 has been added to the compulsory

·        Specified subfields and domains in set B have been expanded to include credits from anywhere on the NQF.

 

Transition

 

People currently working towards version 2 of this qualification may either complete the requirements for that version or transfer their results to this version of the qualification.

 

This qualification contains a standard with a similar outcome to one previously included.  For the purposes of this qualification people who have gained credit for the earlier standard are exempt from the requirement to gain credit for the standard now specified.

Due to the very low uptake of people wishing to achieve the above qualifications it was decided to develop a new certificate aimed more directly towards the position of Fire Manager.

People currently working towards either of the replaced qualifications may either complete the requirements for that qualification or transfer their results to this qualification.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

People currently working towards the replaced qualification may either complete the requirements for that qualification or transfer their results to this qualification or the National Certificate in Fire and Rescue Services (Vegetation) (Level 5) [Ref: 1184].

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

·        Expiring standard 3303 has been substituted with 20397

·        Standards 3276, 3296, 3297, 3299, 3301, and 10615 have been removed

·        Standards 3285, 3290, 3291, 17280, and 20388 have been added

·        In the elective the domains in Science subfield have been removed, the number of domains from the forestry subfield have been restricted to three, and new subfields and domains have been added

·        The requirement for a prerequisite qualification has been removed.
