The Agriculture Industry Training Organisation has completed the review of the qualifications listed above that were registered in July 1998, and August 1999.

 

Replacement qualifications for the National Certificate

Summary of the review process

 

The review was carried out because the qualifications were past their anticipated review date, changes were required as a result of the unit standard review carried out in 2004, and feedback had indicated that changes were required to the content and structure of qualifications to meet current industry requirements.

 

Consultation commenced with a postal survey of past graduates, training providers, farm consultants, moderators, Agriculture Industry Training Organisation training advisors and managers, and industry organisations (Fonterra, Agriculture Research, Meat and Wool Industry).  Surveys were aimed to gain initial feedback on the content and structure of the agribusiness management qualifications under review, and to determine current and future needs of an agribusiness manager.

 

Feedback was concurrently sought through attendance at farmer discussion groups.  Discussion groups were targeted to represent all agricultural sectors throughout NZ.

 

A specific and targeted survey of current trainees was carried out by 'Kudos', an independent market research organisation.  Focus groups were convened in several main centres to determine trainees' personal goals in the agriculture industry, their perceived needs in the future, and their requirements for the content and structure of training to assist their pathway into management roles.

 

Findings from postal surveys, discussion groups, and market research were collated and presented to the Review Panel for their consideration.  The Review Panel was made up of a representative from each of the key agriculture industry stakeholder groups including industry, training providers, farm consultants, human resource consultants, graduates, training advisors, moderators, regional committees, and the Agriculture ITO Board.

 

Draft qualifications were developed taking into consideration all feedback received, and distributed to stakeholders for their consideration and feedback.  Meetings were held with major training providers to gain their feedback.

 

Final drafts were then endorsed by the Agriculture Industry Training Organisation Pastoral Committee and approved for submission to NZQA for registration.

 

Main changes resulting from the review

 

National Certificate in Agribusiness Management with strands in Production Management, Business Planning, Physical Resource Management, Taxation and Risk Management, Capital Management, and Financial Planning [Ref: 0500]

 

Has been replaced by:

 

·        National Certificate in Agribusiness Management (Agribusiness Resource Management) [Ref: 1187]

·        National Certificate in Agribusiness Management (Business and Financial Planning) [Ref: 1186]

·        National Certificate in Agriculture (Production Management) with strands in Arable Farming, Cattle Farming, Dairy Farming, Deer Farming, and Sheep Farming [Ref: 1188]

 

Changes to structure and content:

·        The overall qualification structure has changed from six strands to three individual national certificates.

·        Unit standard 11852 has been added to the National Certificate in Agribusiness Management (Agribusiness Resource Management) [Ref: 1187].

Transition

 

The Agriculture Industry Training Organisation encourages people who are part way through the replaced qualification to transfer to one of the new qualifications or the National Diploma in Agribusiness Management [Ref: 0647].

 

The last date for entry to training programmes or courses for the replaced qualification is June 2006.  People have until December 2008 to complete the replaced qualification.

 

The new qualifications contain unit standards that are replacements of earlier unit standards.  For the purposes of these qualifications, people who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.

National Diploma in Agribusiness Management [Ref: 0647]

 

Changes to structure and content:

·        Expiring unit standards 16660, 16662 and 16663 have been removed from the qualification.

·        Reviewed unit standards have been updated and replacement unit standards included (see table below).

·        Unit standards 11852 and 21389 have been added to the qualification.

·        Elective sections have been deleted and all unit standards listed in the qualification are compulsory.

 

Transition

 

The Agriculture Industry Training Organisation encourages people who are part way through version 2 to transfer to version 3.

 

The last date for entry to training programmes or courses for version 2 is June 2006.  People have until December 2009 to complete version 2.

 

This qualification contains unit standards that are replacements of earlier unit standards.  People who have gained credit for the expiring unit standards are exempt from the requirement to gain credit for the replacement unit standards.
