Review and revision of Stevedoring and Ports Industry qualifications

This report has two parts.

·        The first part is about the review of the national certificates.

·        The second part is about the revision of the national diploma.

 

Review of Stevedoring and Ports Industry national certificates

 

The NZ Road Transport and Logistics Industry Training Organisation (NZRT&LITO) has completed the review of the National Certificate in Stevedoring and Ports Industry (Pilot Launch Operations) [Ref: 0517] and the National Certificate in Stevedoring and Ports Industry (Tug Operations) [Ref: 0518] that were registered in August 1998.

Summary of review and consultation process

 

The National Certificate in Stevedoring and Ports Industry (Pilot Launch Operations) [Ref: 0517] and the National Certificate in Stevedoring and Ports Industry (Tug Operations) [Ref: 0518] required review to consider their relevance and fitness for purpose.  During December 2003 and January 2004, the NZRT&LITO contracted a researcher to visit port companies throughout New Zealand to gauge support for, and identify potential changes to, the national qualifications covering tug and pilot operations.  The recommendations from this research were accepted by the general meeting of the New Zealand Stevedoring Employers Association held on 7 April 2004.

 

An expert panel representing tugs masters, pilot launch masters, and the New Zealand Harbour Pilots Association met in September 2004 to take into account the recommendations of the research and to make required changes to the unit standards and the qualifications.

 

The changes to the unit standards were checked and subsequently approved by the panel.  The draft qualifications were circulated to industry, adjustments made, and the final drafts were endorsed by the NZRT&ITO on the recommendation of the panel in December 2004.  The reviewed unit standards were registered in June 2005.

 

Main changes resulting from the review

 

Unit 11526, Assist with port mooring operations, was deemed to be no longer relevant to the either of the certificates.  However, Unit 6400, Manage first aid in emergency situations, was considered relevant as both Pilot Launch and Tug Masters might be required to give first aid direction to crew.  Unit 17593, Apply safe work practices in the workplace, was also considered relevant to both role holders.

 

Changes to the credit values of the reviewed unit standards have resulted in the certificates increasing from level 1 to 4, as they now meet the requirement for minimum of 40 credits at level 4.  The format and entry information in the special notes section have been updated.

·      Title and credits of reviewed standards 11520 and 11525 updated

·      Removal of standard 11526

·      Addition of standards 6400, and 17593

·      Increase in level of qualification from 1 to 4

·      Increase in total credits for qualification from 40 to 53.

 

National Certificate in Stevedoring and Ports Industry (Tug Operations) [Ref: 0518]

 

Changes to structure and content

·      Title and credits of reviewed standards 11520 and 11523 updated

·      Removal of standard 11526

·      Addition of standards 6400, and 17593

·      Increase in level of qualification from 1 to 4

·      Increase in total credits for qualification from 40 to 56.

 

Transition

 

Candidates part way through versions 1, 2 or 3 may either complete that version or transfer to version 4.  The last date for award of versions 1, 2, and 3 of each qualification is 30 December 2007.

Revision of Stevedoring and Ports Industry national diploma

 

National Diploma in Stevedoring and Ports Industry (Pilot Operations) [Ref: 0520]

 

NZRT&LITO has also completed the revision of the above qualification, which was registered in August 1998.

The review of this qualification is planned to take place in 2007

 

Reason for the revision

 

The research findings referred to in the first part of this report included the recommendation that the review of unit standard 11521 and of the national diploma be held in abeyance until the full implications of the New Zealand Port and Harbour Marine Safety Code promulgated by Maritime New Zealand were known.  However, the diploma required revision to update entry requirements affected by changes in external compliance criteria.  The opportunity was taken to update the format and align the style of special notes with those of the two reviewed qualifications identified in the first part of this report.

 

The industry consultation and endorsement process ran in tandem with the process outlined in first part of this report.
