Review of Total Productive Manufacturing qualification
National Certificate in Total Productive Manufacturing (Level 3) [Ref: 0943]
FITEC has completed a review of the above qualification that was registered in March 2002.
New qualifications
· National Certificate in Competitive Manufacturing with strands in Introductory Application, and Technical Application [Ref: 1215]
· National Certificate in Competitive Manufacturing (Level 4) with an optional strand in Facilitation [Ref: 1216]

Outline of the consultation process
Nine Industry Training Organisations (ITOs) cooperated in the review of to the above qualification, and the development of the new qualifications. The Competitive Manufacturing Consortium in New Zealand was established and is managed by the Forest Industries Training and Education Council (FITEC).

· Apparel and Textile Industry Training Organisation (ATITO)
The new qualifications include Australian competency standards developed by the Manufacturing, Engineering and Related Services Industry Training Advisory Body (MERSITAB) that have been adapted for registration on the National Qualifications Framework.
As part of this project the Total Productive Manufacturing (TPM) domain has been designated Lapsing, and a replacement Competitive Manufacturing domain has been registered. The unit standards in the TPM domain were reviewed (September 2005), and those deemed relevant have been re registered in the new Competitive Manufacturing domain.
Main changes resulting from the review
The National Certificate in Total Productive Manufacturing [Ref: 0943] will expire in December 2007.
Transition
People currently in programmes leading to award of the expiring qualification may complete that qualification or transfer to the National Certificate in Competitive Manufacturing with strands in Introductory Application, and Technical Application [Ref: 1215].
People choosing to complete the expiring qualification have until 31 December 2007 to do so. The last date for award of the National Certificate in Total Productive Manufacturing is December 2008.
People choosing to transfer to the new qualification may use credit gained for standards in the lapsing total productive manufacturing domain towards meeting the requirements of the Introductory Application Strand as follows:
