The Hospitality Standards Institute has completed the review of the unit standards listed above that were registered in June 1999.

Summary of review and consultation process

 

A primary consideration in the review process was recent amendments to the Sale of Liquor Act 1989 which established a requirement that general managers of licensed premises hold a prescribed qualification.

 

A working party of stakeholders was established representing all the sectors affected, covering on licenses, off licences, trainers and providers, NZ Police, District Licensing Authorities, the Ministry of Justice and the Alcohol Advisory Council of New Zealand.  Participants representing organisations also consulted with their wider membership.

 

The working party established that two unit standards, 4646 and 16705, would form the basis of the prescribed qualification. Unit standard 16645 was not considered usable as part of the prescribed qualification. This standard will expire and not be replaced but element 2 of the standard has been incorporated into the reviewed standard 16705.

 

Main changes resulting from the review

 

·        The titles of unit standards 4646, 16705 were changed to reflect recent legislation.

·        Some elements were reworded to improve clarity and to reflect recent legislation.

·        The credits for unit standard 16705 have increased from 2 to 3.

·        An additional element 'Demonstrate knowledge of the maintenance of a safe drinking environment as a duty manager' has been added to unit standard 16705.

·        Unit standard 16645 has been categorised as a category D review, ie will expire and not be replaced.

 

The standard categorised as category D will expire at the end of December 2006.
