The National Qualifications Services (NQS) of NZQA has completed the review of the unit standards listed above that were registered in March and April 1997, November 1997, and January 1998.

Summary of review and consultation process

 

In November 2002 a steering group was convened with representatives of key stakeholding organisations, to be the New Zealand Qualifications Authority's principal adviser for the review of the Early Childhood Education and Care unit standards.  With the deregistration of the levels 7 and 8 unit standards in Early Childhood Education and Care, the steering group recommended that a review be carried out on the Early Childhood Education and Care unit standards that remained on the Framework to ensure that they were fit for purpose.

 

It was agreed that the review of unit standards in levels 2-3 should be carried out first to enable the sector to test the process with the lower level unit standards and write exemplars of assessment resources to accompany some of the reviewed unit standards.  These unit standards are now registered as new versions.  A review report and further information can be accessed from the NZQA website: http://www.nzqa.govt.nz/framework/updates/summaries.do.

 

This review addressed the 22 unit standards at levels 4 to 6 that are in the National Certificate in Early Childhood Education and Care (Level 5) with strands in Centre Based, Home Based, Nanny, and Parenting [Ref: 0430].

 

There are also nine unit standards that are not contained in the qualification and have had little usage.  Because these have had so little use they were revised and rolled over, and highlighted for a review in 2006 (see revision and rollover details on page 5 of this report).

 

Main changes resulting from the review

 

·               Elements and performance criteria were rewritten for clarity and readability.

·               Special notes, including legislation, references, and definitions, customised for each standard for relevance and clarity.

·               Dates of legislation and codes amended.

·               Moderation option information updated

·               Titles of unit standards 9293, 9297, 9301, 9321, 9325, 9331, 9337, and 10033 changed.

·               Credits raised for unit standards 9293 and 9297.

·               Credits reduced for unit standards 9301 and 9302.

·               Unit standards 9294 and 12733 were designated as expiring and will not be replaced.

·               Entry information for unit standards 9324 and 9337 amended to open entry.

 

Unit standards categorised as category D expire at the end of December 2006.

 

Impact on existing provider accreditations

 

None.

 

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0135 was updated in May 2004 to insert specific industry criteria for Early Childhood Education and Care.  Providers, particularly schools, intending to offer these unit standards should take note of the changes.

The National Qualifications Services (NQS) of NZQA has decided that the unit standards listed above, which were registered in March, April and November 1997, should have their period of registration extended.

 

The reason for the rollover is that the unit standards have not been used sufficiently to warrant a review at this stage.

 

The unit standards have also been revised to update references, remove special notes that were not relevant, and update the moderation requirements.
