Replacement qualification

National Certificate in Maritime (Commercial Inshore Vessel Operations) with an optional strand in Business Operations [Ref: 1136]

Date new version published                     January 2005

Competenz set up a review project group for the review of the National Certificate in Maritime (Master Commercial In-Shore Vessel), and unit standard 4117.  The review project group included representatives from industry, providers, the Maritime Safety Authority (MSA), and the Seafood Industry Training Organisation (SITO).

Main changes resulting from the review

National Certificatein Maritime (Master Commercial In-Shore Vessel) [Ref: 0523]

This qualification met the requirements for the Maritime Safety Authority (MSA) qualification, Commercial Launchmaster (CLM), and contained business unit standards for people who operated their vessel as a business.  The MSA reviewed the CLM, and renamed it the Inshore Launchmaster (ILM).  The unit standards, which describe the outcome of the ILM, have been reviewed, and the review of this qualification completes the process.

Changes to structure and content:

·               The qualification is to be replaced by the National Certificate in Maritime (Commercial Inshore Vessel Operations) with an optional strand in Business Operations.

·               The qualification has been restructured, and is now composed of a core qualification with an optional strand.

·               The core qualification now contains only unit standards recognised by the MSA as providing a structured training programme towards the ILM.

·               The optional strand contains unit standards that support the operation of a vessel as a business.

·               The qualification has been updated to reflect reviews of unit standards in the Navigation and Seamanship, and Sea Survival and Sea Safety domains.

·               The qualification title and credit totals have been altered to reflect these changes.

Transition

People currently working towards the replaced qualification may choose to complete that qualification or transfer to the new qualification.  People choosing to complete the replaced qualification must do so by December 2005.  The last date for award of the replaced qualification is July 2006.
