The New Zealand Road Transport and Logistics Industry Training Organisation has completed the review of the unit standards listed above that were registered in June 2001 and January 2003.

Summary of review and consultation process

 

The review of these unit standards arose out of the on-going review of the National Certificate in Commercial Road Transport (Goods Service) with strands in Heavy Rigid Vehicle Driver, and Heavy Combination Vehicle Driver, and optional strands in Dairy Industry Transport, Log Transport, Overdimension and Overweight Load Transport, Bulk Flammable Liquids Transport, Bulk Gases Transport, Bulk Liquefied Petroleum Gas Transport, and Civil Construction Transport [Ref: 0680].  The unit standards were scheduled for review in 2006.

 

An Industry Advisory Group (IAG) was established to cover the transportation of perishable products, comprising specialist perishable product transport company representatives and training/assessment personnel.  Through the IAG, the industry was consulted widely to ensure all views are represented in the resultant unit standards.

 

Main changes resulting from the review

 

The principal changes resulting from the review are the:

·           expiry of 1765 as it is no longer fit for purpose;

·           inclusion of organisational risk-based food safety programmes as required by the New Zealand Food Safety Authority;

·           changes to content to reflect changes in industry practices and increased legislative compliance requirements;

·           standardisation of special notes including definitions;

·           change in terminology from ‘cool chain’ to ‘cold chain’;

·           updating of reference material;

·           exclusion of perishable products not intended for human consumption, such as flowers;

·           registration of new unit standard 21860 covering overseas market access requirements (OMAR), and new unit standard 21861 covering transportation of perishable products.

 

Specific changes to individual unit standards include:

·           two elements deleted from unit standard 19878, and the credits reduced by one;

·           change to title and content of unit standard 19879 to expand the skill and knowledge required from perishable produce to perishable products;

·           one element deleted from unit standard 19879 and content expanded to include the principles of heat transfer and refrigeration systems;

·           one element deleted from unit standard 19880 and the credits reduced by one;

·           the content has been extended in unit standard 19881, and the level and credits each increased by one;

·           change to title and content of unit standard 19882 to expand the focus from perishable produce to perishable products;

·           level of unit standard 19882 reduced from Level 4 to Level 3 to reflect more accurately the requirements of the unit standard.

 

Unit standard 1765 categorised as category D expires at the end of December 2007.
