The New Zealand Road Transport and Logistics ITO has completed the review of the unit standards listed above that were registered in September 1999, April 2001, January 2002, June 2002, and August 2002.

Summary of review and consultation process

 

The review was initiated in 2004 as part of the review of the National Certificate in Commercial Road Transport (Operations) with strands in Vehicle Despatch, and Operations Supervision [Ref: 0861].  An Industry Advisory Group, comprising representatives of both the goods and passenger service sectors, was established to oversee the review process, and to ensure liaison with the wider road transport industry.  A separate group for the taxi industry was established, as part of the review of the National Certificate in Commercial Road Transport (Taxi Operations) [Ref: 0970].

 

Following a ‘Greenfields’ review of what knowledge and skills were required for the National Certificates, the unit standards were reviewed for relevance of content.  One unit standard is being expired, two are being combined into one unit standard, and the rest required some modifications to bring them up to date with legislative changes.  Six new unit standards were developed to address the specific knowledge and skills sought by the road transport industry.

 

These two reviewed certificates will be submitted for registration later in 2005.

 

Main changes resulting from the review

 

The following are the principal changes to the unit standards:

·        six new unit standards have been registered covering personal and management skills required by road transport despatchers, supervisors, and managers;

·        1777 and 1778 have been transferred from the Commercial Road Transport Skills domain to the Road Transport Operations domain;

·        18116 is expiring on 31 December 2006;

·        19656 and 19657 have been combined to form a new standard 21870;

·        all unit standards have been updated with legislative changes, including the establishment of Land Transport New Zealand;

·        standardisation of special notes and definitions;

·        updating of reference material;

·        expansion and clarification of assessment requirements.

 

Specific changes to unit standards include:

·        the focus of 1777 is on costing a vehicle used in a road transport service, rather than on the whole service, and the credits have been reduced by one;

·        18118 builds on the requirements of 1777;

·        the level for 1778 has been reduced by one to reflect more accurately the level of responsibility;

·        1779 has reductions in both level and credits to reflect more accurately the level of responsibility and the amount of learning required.  The taxi industry is specifically excluded, and referred to unit standard 18111;

·        18109 now includes a requirement to access legislation as part of the assessment;

·        the credit level in 18110, 18118, 18119 has been increased by one to reflect increased requirements;

·        the level of 18114 has been increased by one to reflect more accurately the level of responsibility;

·        the credits in 18122 have been increased by two to reflect more accurately the amount of learning required;

·        18288 has been updated to introduce the term preferred by industry, perishable products, rather than refrigerated food;

·        the credits in 19498 have been reduced by one to take account of the reduced assessment requirements;

·        the prerequisite requirements for 18115 have been removed.
