The NZ Road Transport and Logistics Industry Training Organisation (NZRT&LITO) has completed the reviews of the unit standards listed above that were registered in September 1998.  The responsibility for these unit standards was transferred from the NZQA National Qualifications Services to the NZRT&LITO.

Summary of review and consultation process

 

The review of these unit standards was initiated in February 2003 as part of the development of new qualifications in freight forwarding.  The unit standards have had very limited or no use since registration, and all indications were that they were not appropriate or industry specific enough for the three proposed National Certificates in Freight Forwarding at Levels 2, 3, and 4.

 

Two primary industry advisory groups (IAG) were established comprising North and South Island industry leaders.  A series of visits and meetings was held initially with both groups and these findings were then distributed to the wider industry for consultation and feedback.  The unit standards were endorsed by a New Zealand wide IAG in February 2005.

 

The feedback confirmed the level of knowledge and skills required by those who are currently working in, or wanting to work in, the freight forwarding industry.

 

Main changes resulting from the review

 

The review process resulted in the following changes

·        The four unit standards that are not expiring – 13240, 13251, 13252, and 13266 – were moved to the Logistics subfield in the domain Freight Forwarding.  They were updated in terms of legislative requirements, and have changes in content.

·        The level of unit standard 13252 was reduced from 5 to 3.

·        Unit standards 13231, 13234, and 13235 were replaced by unit standard 21803.

·        Unit standard 13246 was replaced by unit standard 21809.

·        Cargo and Freight unit standards 13236, 13238, 13239, 13241, 13244, and 13245 were designated as expiring as no longer relevant to freight forwarding.

·        Commercial Shipping Practice unit standards 13253, 13255, 13259, 13260, and 13261 were designated as expiring as no longer relevant to international freight forwarding.

·        Transport Law unit standards 13267, 13268, and 13269 were designated as expiring as no longer relevant to international freight forwarding.

·        Transport Law unit standards 13262 and 13265 were designated as expiring, as these functions are no longer carried out by the freight forwarding industry.

·        Eight new unit standards were established to cover the remaining attributes, skills and knowledge required in the international freight forwarding industry.

 

Unit standards categorised as category C and D expire at the end of December 2005.
