As part of an overall review process that includes vessels’ port operations qualifications The NZ Road Transport and Logistics Industry Training Organisation (NZRTLITO) has completed the review and the rollover and revision of the unit standards listed above that were registered in November 1997.
This report is in two sections.
· Section 1 deals with the unit standards that have been reviewed.
· Section 2 deals with the rollover and revision of one unit standard.

Summary of review and consultation process
These unit standards had passed their expiry date and required review to consider their relevance and fitness for purpose. During December 2003 and January 2004 the NZRTLITO contracted a researcher to visit port companies throughout New Zealand to gauge support for, and identify potential changes to, the National Diploma and two National Certificates covering tug and pilot operations. The recommendations from this research, which included reference to the unit standards within these qualifications, were accepted by the general meeting of the New Zealand Stevedoring Employers Association held on 7 April 2004.
An expert panel representing tugs masters, pilot launch masters, and the New Zealand Harbour Pilots Association met in September 2004 to take into account the recommendations of the research and to make changes to the unit standards. The changes were checked and subsequently approved by the panel. The draft unit standards were circulated to industry, adjustments were made and approved by the panel in light of industry feedback and NZRTLITO internal evaluation, and they were endorsed by the NZRTLITO on the recommendation of the panel in December 2004.
Main changes resulting from the review
· Unit standards 11520 and 11527 have had a change to their titles.
· All unit standards have had their special notes updated and aligned in terms of style.
· Unit standards 11525 and 11523 have had changes to entry criteria.
· Unit standards 11520, 11522, 11523, and 11525 have had an element added and their credits increased.
· Unit standard 11527 has had an element removed and its credits decreased.
· All unit standards have content updated to reflect current best practice and have had changes of content, sequence, and structure within and among their elements and performance criteria.

This unit standard had passed its expiry date and has had its period of registration extended to maintain its currency until it is reviewed.
Resulting from the research described in Section 1 of this report it was recommended that review of the National Diploma in Stevedoring and Ports Industry (Pilot Operations) [Ref: 0520] (and consequentially the above unit standard) ‘be held in abeyance until the full implications of the draft New Zealand Ports and Harbours Safety Code promulgated by the Maritime Safety Authority are fully known’.
Therefore, although this unit standard was not included in the review covered in Section 1 of this report, it is confirmed that it will be fully reviewed once the full implications of the draft New Zealand Ports and Harbours Safety Code are known. Changes were made to special notes in order to ensure currency with external requirements and to match the style of special notes in the reviewed unit standards.
