The New Zealand Road Transport and Logistics Industry Training Organisation (NZRT&L ITO) has completed the review of the unit standards listed above that were registered in May 1999 and July 2003.

Summary of review and consultation process

 

In July 2003, unit standard 20181 was registered to replace unit standards 16250 and 14524, which were then both expired.  The intention was to have one comprehensive unit standard which covered all aspects of training motorcycle riders, which has since proved unworkable and against the law.   At the request of Land Transport New Zealand, unit standard 20181 has been revised to cover only the Basic Handling Skills Test, which by law must be conducted on a training range (not on a road), and is the prerequisite for a Class 6 Learner licence.  Unit standard 16250 has been reinstated to cover the on-road training requirements for the Restricted and Full Class 6 driver licence.

 

Main changes resulting from the review

 

The two unit standards have been edited to make them consistent in wording, while recognising the differences in assessment requirements.

·        unit standard 16250 now provides for training up to three riders on-road, and unit standard 20181 limits training to six riders on the training range, as permitted by Land Transport New Zealand

·        unit standard 16250 covers only on-road training, including licence requirements by Land Transport New Zealand for both the candidate (as instructor) and trainee rider

·        unit standard 20181 covers training on a training range only, including the requirements for the Basic Handling Skills Test, and the final assessment of the rider(s) against Land Transport New Zealand criteria

·        the roles of the candidate (trainer/instructor) and trainee rider being instructed are clearly delineated

·        the credit levels for unit standard 20181 have been reduced because the on-road training component has been removed
