Review of Seafood Vessel Operations qualification

The Seafood Industry Training Organisation (SITO) has completed the review of the qualification above that was registered in July 1999.

The review was initiated by the Vessel Operations Advisory Group of SITO in response to a request from industry to review the unit standard route to achievement of the Maritime Safety Authority (MSA) of New Zealand statutory licence Advanced Deckhand - Fishing Endorsement.

 

The advisory group set up a Review Project Group comprising representatives from the MSA, fishing companies, independent fishermen, and providers of training toward SITO unit standards, and the MSA statutory licence. The Review Project Group oversaw the formation and work of Working Parties that carried out the review, circulated the reviewed qualifications widely, and collated feedback.

 

Main changes resulting from the review

 

The main changes resulting from the review are:

·      The two new qualifications were developed to separate the requirements for the MSA Advanced Deckhand - Fishing Endorsement qualification, from the seafood industry specific skills required of a person working on the deck of a medium to large seafood harvesting vessel.

·      The new National Certificate in Seafood Vessel Operations (Nautical Skills) [Ref: 1153] meets the requirements of an MSA approved training programme for the MSA Advanced Deckhand - Fishing Endorsement qualification.

·      The new National Certificate in Seafood Vessel Operations (Fishing Technology) [Ref: 1152] contains the seafood industry specific unit standards from the previous qualification, and these have been added to, addressing an expanded range of seafood industry skills required by the modern seafood harvesting vessels.

Changes to structure and content

·      Contains the unit standards recognised by the MSA as fulfilling the requirements of a training programme leading to award of the Advanced Deckhand - Fishing Endorsement qualification.

·      Contains standards that replaced earlier standards.  Please see table listed in the transition section below for details.

·      Titles, levels and credit allocations of all standards have been updated.

Changes to structure and content

·      Contains the remaining seafood industry specific unit standards that were in the National Certificate in Seafood Vessel Operations (Deck Hand) [Ref: 0645].

·      Newly developed unit standards have been added to reflect the changes in skill requirements of the industry.

·      Titles, levels and credit allocations of all standards have been updated.

 

Transition

 

The National Certificate in Seafood Vessel Operations (Nautical Skills) [Ref: 1153] and the National Certificate in Seafood Vessel Operations (Fishing Technology) [Ref: 1152] replaced the National Certificate in Seafood Vessel Operations (Deck Hand) [Ref: 0645].  Candidates currently enrolled in programmes leading to the National Certificate in Seafood Vessel Operations (Deck Hand) [Ref: 0645] may continue to work towards that qualification, or may transfer to either of the replacement certificates.

 

The National Certificate in Seafood Vessel Operations (Nautical Skills) [Ref: 1153] contains standards that replace earlier standards.  People who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards.

The National Certificate in Seafood Vessel Operations (Deck Hand) [Ref: 0645] will continue to be recognised by industry.  Training programmes leading to the award of the National Certificate in Seafood Vessel Operations (Deck Hand) [Ref: 0645] will not be available for entry after December 2005, and the last date for award will be 31 December 2006.
