Summary of review and consultation process

Unit standards in the Wood Panels Manufacturing subfield were due for review in 2004. FITEC has taken a broader view and these unit standards were reviewed in conjunction with unit standards in the Solid Wood Processing, Wood Product Manufacturing, and Pulp and Paper Manufacturing subfields.

Expert panels, comprising key representatives for the wood panels manufacturing industry, were formed to undertake the review process for domains within the Wood Panels Manufacturing subfield. Consultation meetings were held for each of the domains with representatives from both the North Island and the South Island involved in the process. A wider consultation on drafts was achieved through members of the expert panels communicating with site assessors. Feedback from these meetings and written submissions identified the need for new unit standards, changes to existing unit standards, and deletion (designated as expiring) of unit standards that no longer met the needs of industry. Panel members for the Wood Panels Sector Advisory Group have endorsed the final drafts of the reviewed unit standards.

Members were unavailable for the Veneer Manufacturing domain expert panel until November 2004. As a result, this group is still reviewing the Veneer Manufacturing domain unit standards.

Main changes resulting from the review

The review resulted in the following changes.

· Credits were amended for some unit standards to more accurately reflect the time taken for delivery, learning, assessment, and alignment with those in other wood processing sectors.

· Levels were amended for some unit standards to more accurately reflect the changes in accountability and responsibility as the sector increases its automation of processes.

· Elements and performance criteria were updated to incorporate industry changes and technological advances.

· Special notes were improved and updated.

· New unit standards were developed to fill gaps in the Wood Panels Manufacturing subfield.

· Hardboard and Insulating Board Manufacturing, Medium Density Fibreboard Manufacturing, and Particle Board Manufacture domains were lapsed. The unit standards in them were reclassified in the Composite Wood Panel Manufacturing domain.

· 14 unit standards were considered no longer fit for purpose. They will expire and will not be replaced.

· Unit standards 691 and 692 were replaced by new unit standard 21483, and unit standard 2443 was replaced by new unit standard 21756.

Unit standards categorised as category C or D expire at the end of December 2006.
