National Certificate in Tourism and Travel (Core Skills) (Level 3) [Ref: 0876]

 

The Aviation, Tourism and Travel Training Organisation has completed the review of the qualification listed above that was registered in July 2001.

 

The review of this qualification was initiated following the review and the expiry of unit standard 18229; the review and reclassification conducted by the Retail Industry Training Organisation; and suggestions from industry that this qualification should have a compulsory Māori component.

 

A meeting of a number of industry representatives met and discussed these suggestions and draft changes were distributed to training providers and industry for feedback.

 

The extensive uptake of this qualification in workplace training across a diverse range of tourism and travel enterprises brought many requests to expand the electives to allow unit standards for areas including cleaning, caretaking and basic building maintenance however the widespread nature of the unit standards requested necessitated the inclusion of an option for candidates to be able to access any unit standards relevant to their workplace.  Feedback from a number of workplaces within the Tourism industry indicated that computer technology related unit standards were difficult for many of their staff, as they never in the course of their employment had the need to use a computer.  These resulted in the removal of both unit standard 18280 and the business information processing requirement in favour of additional tourism skills and knowledge, and the addition of an elective allowing credits from anywhere on the NQF.

 

Feedback from the Travel industry, indicating that it would be inappropriate for their sector, resulted in the inclusion of a Māori component being deferred to development and review of the specific Tourism qualifications.

 

Main changes resulting from the review

 

Changes to structure and content

·        The purpose has been updated to include reference to the National Certificate in Adventure Tourism (Level 4) [Ref: 1099].

·        Unit standard 18229 has been removed and replaced with unit standard 20489.

·        Unit standard 18280 has been removed from the compulsory section (may be used to meet new Elective 1 requirements).

·        The business information processing requirement of Elective 1 has been removed (credits may be used to meet new Elective 3 requirements) and replaced with 10 credits from domains within the subfields of Tourism and Tourism Māori.

·        The selling skills requirement of Elective 2 has been expanded to include selected domains from the subfields of: Retail and Wholesale; Retail, Distribution, and Sales; Service Sector Skills (Set B); or the option to select unit standard 21231 (Set A).

·        The subfields of Aviation and Museum Services have been added to Elective 3, as these sectors both agree that they are relevant to the tourism and travel industry.

·        The subfield International Languages for Industry has been removed, as its domains have lapsed.

·        A new elective 4 has been added to incorporate skills relevant to tourism and travel enterprises that may be found outside the domains and unit standards listed in electives 1, 2 and 3 (for example, the domains of cleaning, caretaking, elementary construction skills).

 

Transition

 

People currently working towards version 1 or 2 of this qualification may either complete the requirements for that version or transfer their results to version 3 of the qualification.  The last date for people to complete version 1 or 2 is 31 December 2006.

 

This qualification contains a standard that replaces an earlier standard.  For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard.

The Aviation Tourism and Travel Training Organisation has revised the qualifications listed above that were registered in July 2001.

 

The review of these qualifications is planned to take place in 2006.

 

Reason for the revision

 

These qualifications were revised following the review of the National Certificate in Tourism and Travel (Core Skills) (Level 3) [Ref: 0876], and to take account of the review and reclassification of Retail and Wholesale and Service Sector Skills unit standards and the development of unit standard 20490 which covers contract law as applied to the tourism and travel industry.

Changes to structure and content

·        Unit standard 18280 has been moved to the compulsory section of this qualification from the National Certificate in Tourism and Travel (Core Skills) [Ref: 0876].

·        Unit standard 20490 has been added to the compulsory section.

·        Credit total required for the compulsory section has increased from 20 to 29.

·        The title of unit standard 18283 has been updated.

·        Elective 3 has been removed from the qualification.

·        Overall credit total has increased from 69 to 73.

 

Transition

 

People currently enrolled in programmes leading to the award of version 4, 5, or 6 of the National Certificate in Travel (Level 3) may either complete that version by 31 December 2006, or transfer to version 7.  The last date for award of versions 4, 5 and 6 is 31 December 2006.

 

This qualification contains standards that replace earlier standards.  For the purposes of this qualification people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard.

·          The title of unit standard 18283 has been updated.

·          Elective 3 has been expanded to include the domains of Business Information Processing, First Line Management, Quality Management, Small Business Management, Generic Marketing and Sales Organisation and Management.

·          The lapsing domains of Retail and Wholesale Sales Transactions and Retail and Wholesale Visual Merchandising have been removed.

 

Transition

 

People currently enrolled in programmes leading to the award of version 6 or 7 of the National Certificate in Travel (Level 4) may either complete that version by 31 December 2006, or transfer to version 8.  The last date for award of versions 6 and 7 is 31 December 2006.
