Review of Commercial Road Transport qualification

 

National Certificate in Commercial Road Transport (Small Passenger Service Driver) with an optional strand in Taxi Service Driver [Ref: 0180]

 

The NZ Road Transport & Logistics Industry Training Organisation has completed the review of the qualification listed above that was registered in November 1999.

As a result of the review of unit standards 1748, 1752, 15165, and 18078, completed in May 2004, the passenger service industry advisory group was charged with reviewing the National Certificate in Commercial Road Transport (Small Passenger Service Driver) with an optional strand in Taxi Service Driver.  Overall, the review sought to make the qualification more relevant to current practice and requirements.  The advisory group included representatives of the Taxi Federation, training providers of taxi qualifications, Bus and Coach Association, New Zealand Road Transport and Logistics Industry Training Organisation, and the Road Transport Forum.

 

The new version was developed by the industry advisory group and further comment invited from training providers and industry.  Endorsement of the reviewed qualification was also received from Bus and Coach Association and Taxi Federation, as representatives of holders of Small Passenger Service driver licence endorsement (P).

 

Main changes resulting from the review

 

Change in title to:

 

National Certificate in Passenger Service (Small Passenger Vehicle) (Level 2) with an optional strand in Taxi Driving [Ref: 0180]

 

Removal of a number of unit standards no longer considered relevant to the outcome of this qualification:

 

·        Unit standards 1770 and 1773 removed from the core compulsory

·        Unit standards 57, 62, 64, 496, 497, 548, 6400, 6401, 6402, 1273, 1277, 1293, 1304, 1734, 1735, 3483, 3490, 3501, 8489, 8490, 8492, 12353, 12356, 12357, and 17458 removed from the core elective.

 

Addition of relevant unit standards:

·        Unit standards 17592 and 17593 added to the compulsory set

·        Unit standards 18078 moved from the strand to the compulsory set

·        Unit standard 17677 moved from the elective to the compulsory set

·        Level of the qualification reduced from 3 to 2

·        Credit total for the qualification reduced from 53 or 65 to 48 or 56

·        Elective credit requirement reduced from 10 to 3 credits.

 

The opportunity was also taken to include exemptions for candidates for this qualification who hold a current P (passenger) driver licence endorsement and/or a current full Class 1 driver licence, as follows:

 

Holders of a New Zealand

Exempt from

Current P (passenger) driver licence endorsement

Unit standard 17579

Current full Class 1 driver licence

Unit standard 16605

 

Transition

 

People currently working towards version 4 of this qualification may complete that version or transfer their results to version 5.

 

People choosing to complete version 4 must elect to do so by December 2006.  The last day for award of version 4 is December 2007.
