The Fire and Rescue Services Industry Training Organisation has completed the review of the qualification listed above that was registered in March 2000.

Summary of review and consultation process
The above qualification was reviewed in September/October 2004 to reflect the changes made necessary by the review of the unit standards in the Fire and Rescue Services subfield over the period 2002-2003.
Feedback received from assessors, moderators, and major stakeholders indicated that the qualification had an unnecessarily high credit level, and that the unit standard makeup of the qualification no longer met the requirements of training programmes being developed for today's industrial emergency responders.
It was also confirmed that two additional Industrial Emergency Response qualifications (level 2 and level 4) were required to cover the progression of trainees entering the industry at a Basic Responder level of competence, and gaining additional knowledge and skills to enable their promotion, through Advanced Responder level, to the position of Incident Controller. The new qualifications are:

· National Certificate in Fire and Rescue Services (Industrial Emergency Response - Advanced Responder) (Level 3) [Ref: 1168]
· National Certificate in Fire and Rescue Services (Industrial Emergency Response - Incident Controller) (Level 4) [Ref: 1169]
A series of expert panel meetings involving input from personnel representing the Industrial Emergency Response industry were held over the period May-July 2004 in order to ensure that current training methods and terminology would be reflected in the reviewed qualification, and in the development of the two new qualifications.
Main changes resulting from the review
The National Certificate in Fire and Rescue Services (Industrial Emergency Response) (Level 3) [Ref: 0734]
has been replaced by
National Certificate in Fire and Rescue Services (Industrial Emergency Response - Advanced Responder) (Level 3) [Ref: 1168].
Differences between the qualifications
· credit total reduced from 55 to 50 credits
· unit standards 3272, 3311, 4647, 14557, and 14898 removed
· unit standards 10618, 16800, 17599, 18516, and 20536 added
· elective set added covering related subfields
· title changed.
People currently working towards the National Certificate in Fire and Rescue Services (Industrial Emergency Response) (Level 3) [Ref: 0734] may either complete the requirements for that qualification or transfer their results to this qualification.
All new programmes will lead to the new qualification.
The last date for award of the replaced qualification is December 2006.
